Department Description:

The primary purpose of the Office of Human Resources is to provide the full range of human resource administrative functions to the employees and operating departments of the University of North Carolina at Chapel Hill, including benefits, training, staffing, salary administration, classification, employee relations, personnel records management, employee wellness and family programs, personnel policy administration, and human resources information management.
The HR Records and Information unit of the Office of Human Resources is primarily responsible for maintaining all permanent SHRA and EHRA Non-Faculty personnel records for the University. HR Records and Information provides employment verifications to various requestors including, but not limited to banks, mortgage lenders, and other potential employers. HR Records and Information also responds to certain public information requests; and counsels other University Departments on records retention policies.

Position Description:

Position is part of the HR Records and Information unit. HR Records and Information maintains all permanent SHRA and EHRA Non-Faculty personnel records for the University; provides assistance to University departments on records retention polices; responds to requests for employment verification and public personnel information; and verifies total state service and transferable leave balances for all new permanent SHRA and EHRA employees.
Primary duties of the position are as follows:
Verify and, where necessary, facilitate the correction of various aspects of employee separations, including final leave balances and leave payouts; prorated longevity payments; and separation reasons. (Facilitating the correction of employee separations involves contacting the appropriate department HR Representative, having that person make the appropriate changes in our electronic information systems, and following up on corrections to make sure they have been carried out properly.)
Review and, where necessary, facilitate the correction of prorated longevity payments.
For new employees with at least 10 years of prior service, make sure that their first longevity payment is for the correct amount.
Prepare Public Information documents in response to Public Information requests.
Prepare personnel documents for University Counsel upon request.
Serve as backup to the other HR Specialist, which involves, when necessary, verifying prior state service and transferable leave for new employees; and processing layoffs and severance payments.
Serve as backup to the Admin Support Specialist, which involves, when necessary, verifying employment for requestors, mostly consisting of potential lenders or potential employers. Verifications are provided over the phone or through written paper forms that are faxed or emailed back to the requestors.
Serve as backup to the Business Office, occasionally providing front desk reception support.

Minimum Education and Experience Requirements:

Bachelor’s degree; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Essential Skills, Knowledge and Abilities:

Applies knowledge of applicable data management systems as well as data collection and record filing systems to compile, assimilate, organize, store and retrieve electronic and printed information. Clearly conveys information (verbal and written) with and to individuals or groups to ensure information is shared and that messages are understood.

Preferred Qualifications:

Two or more years of progressively responsible experience analyzing, interpreting, applying, communicating and promoting HR best practices. Experience and aptitude dealing with numbers. Experience working with vacation and sick leave records. Experience and aptitude for clear, concise writing.
