Job Summary:

  • Eastern Washington University is currently seeking an Assistant Director of Student Financial Services-Cash Management.
  • This key position will manage back office operation in the Student Financial Services department including University campus-wide cash management, collections and third-party billing. This position will ensure compliance of University cash management activities with federal, state, payment card industry, local and university regulations, policies and procedures.
  • On top of salary, the University offers a comprehensive benefits package including health insurance, life and disability insurance and retirement. Required Qualifications:
  • Bachelor’s degree in Business or closely related field by date of application
  • At least 2 years’ experience supervising professional support staff
  • Experience in cash management operations to include daily cash administration, management of current accounts and bank relations.
  • Experience in collections of accounts receivable
  • Excellent interpersonal, oral and written communication skills.
  • Experience with enterprise administrative systems.
  • Outstanding organizational and problem resolution skills.
  • Experience in regulatory compliance (Federal, state, PCI, treasury, banking)
  • Ability to work with complex customer service issues with a positive outcome.
  • Strong interpersonal skills with faculty, staff and student populations.
  • Ability to work without close supervision and to set one’s own priorities.
  • Ability to implement software project tasks and ensure they are completed in a timely fashion.
  • Additionally, candidates must offer a demonstrated high degree of interest, ability and/or experience promoting cultural competency or diversity.


Preferred Qualifications:
  • Bachelor’s degree in Accounting, Finance, Management Information Systems, or Bachelor’s degree with 36 hours of accounting.
  • Experience with implementing and maintaining e-commerce solutions
  • Specific experience with Banner enterprise software in accounts receivable, finance and student systems.
  • Experience using database reporting tools such as Tableau and Argos.
    Experience with PCI compliance rules and regulations
  • Experience in Banking or cash management
  • Ability to evaluate, test and recommend new opportunities for improving IT processes.

Cash Management and Software Activities
  • Working from a cash management perspective, this position is responsible for problem identification, analysis and resolution.
  • Prior experience with software application implementation projects
  • Maintain and build processes and forms in existing software applications.
  • Adapting to multiple software applications in performing complex job tasks.
  • Analyzes current cash management practices and makes recommendations to increase organizational effectiveness while maintaining compliance.
  • Maintains the following daily cash management activities:
  • Campus-wide daily deposit, balancing and processing; Armored car (Loomis) liaison for daily banking transfer process; Maintain daily secure escort cash pickup activities; Ordering and dissemination of all banking supplies to authorized entities; Monitoring system (WEB and non-WEB) cash activity;
  • Monitor all SFS cash transaction for appropriate usage and documentation; *Develop and maintain current listing of all approved cash handling entities with contact information.
  • Develops and maintains annual cash handling Departmental Profiling process and ensures all university departments are in compliance through departmental audits.
  • Develops, maintains and updates university Cash Management Policies/Procedures, WEB access and content. Makes improvement and change recommendations to the Director of Student Financial Services.
  • Responsible for the university Change Till Fund Management process
  • Develops and maintains all daily, monthly, quarterly and annual cash handling statistical activity
    Reports
  • Reconciles university change funds, maintains university receipt inventory process, chargebacks and stale dated checks.
  • Directs cash management operations to include daily cash administration, management of current accounts and bank relations.
  • Monitors PCI compliance throughout the university.

Customer Service, Training and Collections
  • Develops and disseminates pertinent information and communicates it to varied audiences (faculty, staff, auditors, students, external customers, banks and co-workers) in a timely and appropriate manner.
  • Establishes and maintains an exceptional level of customer service in all Student Financial Services activities.
  • Participates as a positive team member in the Student Financial Services department and maintains a professional working environment.
  • Act as primary contact between SFS and university banking entity.
  • Administer the collection of accounts receivable for the university.
  • Administer the collection of the Perkins/NDSL and NOYCE loan portfolio ensuring compliance with all federal due diligence/collection requirements.
  • Provides oversight of third-party billing.
  • Creates and maintains e-commerce stores for the university
  • Act as primary contact between SFS and the University Bank
  • Develops and maintains university wide cash management training programs.
  • Provides training and certification for all employees that handle cash at the university.
  • Investigates fraudulent activities perpetrated by customers or employees. * Makes recommendations to the Director and the administration.

Conditions of Employment:
  • This position, during the course of university employment will be involved in the receipt of, or accountability for, university funds or other items of value; as well as the unsupervised access with the developmentally disabled, vulnerable adults or children under the age of 16. The offer of employment is contingent upon successful completion and passing of a background check prior to beginning employment.

Salary Information: $58,760 - $70,000
