The Office of Export Controls (OEC) is housed in the University of Colorado Boulder’s Research & Innovation Office (RIO), the central point for the university’s world-class scholarship, creative work, and research. The OEC is responsible for ensuring that university research activities are in compliance with federal and university regulations and policies pertaining to export controls.
The Director assumes a critical role in CU Boulder’s research enterprise. This position interacts with researchers and administrative units and collaborates with departments offering related support services such as the Office of Contracts & Grants, Venture Partners, the Campus Controller’s Office, Office of University Counsel, Environmental Health & Safety, as well as other compliance offices housed within the Office of Research Integrity (e.g., IRB, IACUC, Office of Conflicts of Interest and Commitment).
The OEC Director serves as Empowered Official and directs all CU institutional compliance with laws and regulations related to international trade and technology transfer including the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), and the Office of Foreign Assets Control (OFAC) Foreign Assets Control Regulations and Sanctions (FACRS), Department of Energy Regulations (DEAR) and Federal Acquisition Regulations (FAR). This position directs the day-to-day operational, administrative, communication, database, and record-keeping functions of the Office of Export Controls (OEC), and all staff assigned to the office. This position directs policy, prioritization, and task delegation of all assigned personnel to ensure international trade compliance functions are properly administered.

  • Serve as a university-wide representative and liaison with university compliance counterparts, developing export compliance strategies and providing decision support on daily compliance matters, as needed, including industrial and cybersecurity.
  • Implement and improve processes, policies, and technical solutions aligned with the global trade strategy and business objectives, working with the Research & Innovation Office management team and other internal groups as vital to define requirements, while encouraging a broader understanding of requirements across the teams and partners.
  • Identify institutional export control compliance gaps and develop and implement compliance solutions.
  • Develop programs that proactively identify common export control risk themes and address compliance issues across units, departments, sites, and regions.
  • Serve as empowered official and exercises critical judgment in determining the appropriateness of proposed export transactions, including the review of export classifications, jurisdiction determination, technical data, and deemed export, including centralized classifications, rulings, and other Advisory Opinions.
  • Build and maintain effective partnerships across units to inform employees on security, OPSEC, and trade compliance elements for international transactions, providing current information and advice on international trade rules and regulations, and associated risks.
  • Coordinate all security and export requirements with academic, research, unit IT groups, Security, Research Compliance, Taxation, Campus Controller Office and International Student & Scholar Services, and other units as identified.
  • Track compliance against metrics to analyze the success of implemented process solutions and provide reports to the larger organization.
  • Develop and maintain working relationships with Directorate of Defense Trade Controls (DDTC), Bureau of Industry and Security (BIS), Department of Homeland Security (DHS), Federal Bureau of Investigation (FBI), and other regulatory type agencies and act as the first point of contact for export regulatory agencies requesting information on international trade activities.
  • Maintain an effective global denied party screening program, including the development of diligence requirements for foreign person visitors, hiring, and other restrictive trade Practices.
  • Supervise and manage the activities of the company’s trade intermediaries and other export compliance-related third-party service providers to ensure compliance with company policy and procedures as well as all applicable regulations across all business units.
  • Ensure export compliance structure including internal controls and operation under meeting customs and other government regulations and programs.
  • Maintain knowledge of current export regulations and pending legislation; plan and implement internal programs and policies as required to address risks and respond to changes.
  • Assess foreign influence associated with conflicts of interest disclosures, and assessment of insider threats.
  • Maintain oversight of all government registrations, ensuring they are current.
  • Investigate instances of possible non-compliance and when necessary develops voluntary self-disclosure documents or other corrective actions.

Program Management
  • Direct the day-to-day operation of the Office of Export Controls (OEC), including supervision of the OEC Administrator, OEC staff, and student assistant, who maintain daily OEC compliance matters.
  • Ensure effective collaboration with other university departments relevant to export control regulation.
  • Lead the development of effective policies and procedures to improve export control compliance.
  • Develop strategies to improve the effectiveness and efficiency of the OEC.
  • Perform sophisticated analysis and assessments of research and non-research-related activities and vital regulatory requirements to maintain institutional compliance in both research and non-research areas as required by export control laws and regulations.
  • Perform assessment, documentation, and issuance of export control guidance related to:
    1. international agreements;
    2. international travel;
    3. foreign gifts and donations;
    4. sponsored programs proposals, awards, and sub-recipient agreements (5) international shipping, including managing relationships with customs brokers and other commercial carriers (6) international and visiting scholar appointments (7) financial and sanctions compliance (8) technology transfer (9) Self Classification of USML/ECCN items and defense articles; (10) technology control plans and other security plans and monitor compliance with such plans; (11) export license applications for international exports and deemed-exports.
  • Establish an export database and routinely collect data analytics to enable the university to better understand and manage its export processes and exposures.
  • Lead all aspects of maintenance, administration, and analytics of export control databases.
  • Manage the OEC budget.

Policies, Education and Training
  • Develop and implement university-wide policies and procedures to execute export control assessments of proposed imports, exports, and deemed exports, commodity jurisdiction and classification requests, technology control plans, licenses, and other government approvals, immigration-related export certifications, training, and compliance monitoring.
  • Coordinate and conduct internal training on global trade compliance and advise on developments and changes in regulations as needed.
  • Advise and brief the Export Control Officer (the Assistant Vice Chancellor for Research Integrity & Compliance) regarding matters related to export control regulations and procedures.

  • Be a “U.S. person” pursuant to section 120.15 of the ITAR.
  • Bachelor’s degree from an accredited university.
  • Five years of experience in export compliance, including processing export licenses for USML and CCL controlled items.

What We Would Like You To Have
  • JD, or Masters’ degree in a related field.
  • Five years of leadership/managerial experience in export compliance.
  • Export compliance experience at an academic institution or research organization.
  • Experience with Fundamental Research Exclusion (FRE).
  • Experience working in a classified research environment.
  • Export Compliance Professional Certification.
  • Experience managing conflict and skills necessary to bring parties with disparate views toward mutually beneficial outcomes.
  • Experience analyzing complex contracts, legal documents, and policies, including intellectual property policies.
  • Experience with confidential personnel and security issues.
