Organizational Unit Overview:

The Division of Administration and Finance is ultimately responsible for all financial and administrative activities of East Carolina University and its affiliated Foundations. The Division consists of Financial Services, Campus Operations, Enterprise Risk Management, Information Technology and Computing Services, Human Resources, Business Services, and various support activities related to the ECU affiliated Foundations. The Division is led by the Vice Chancellor of Administration and Finance. The Vice Chancellor is responsible for oversight of the policies, personnel, budgets, and administrative activities of all operations at East Carolina University and its affiliated Foundations. The Division is responsible for more than $800 million of activities within the University and its affiliated Foundations. Within the Division, Financial Services is responsible for all financial activities of East Carolina University and its affiliated Foundations. The mission of Financial Services is to provide for the financial needs of the University and its Foundations in a customer-oriented, friendly environment while assuring the proper stewardship of all fiscal resources.

In addition, Systems Coordination is responsible for providing support for the implementation of large and complex mission critical systems including finance, human resources, and student financial services. This unit serves as a liaison with colleagues in Information Technology and Computing Services. The Systems Coordination staff provide expert guidance to Financial Services regarding application of technology to all processes including accounting, financial statement preparation, payroll, accounts payable, and budget. This unit develops and maintains reports that are used to support critical decisions by management and to ensure ECU meets all federal, state, and university regulations and deadlines. Systems Coordination also manages Banner Finance user account security. Excellent customer service is demanded when working directly with University employees.

Job Duties :

The principle role of the IT Bus Intel/Data Analyst is to plan, design, examine, analyze, develop, implement, administer and monitor business and program processes, operation systems and efficient business and financial systems. Employees evaluate business and program application system functionality to identify gaps, measuring the solution impact to the business operations. Employees design business and program systems solutions by identifying and evaluating options; resolving solution issues; serving as a liaison between the business and functional users to improve productivity; and by development and delivery of training. Employees apply project management methodology. The Business Intel/Data Analyst II develops expertise in one or several business areas and their integration points as well as contributes to strategic planning of system and technology directions. This position will primarily provide support to Banner and Kronos systems.

Systems Responsibilities: In order to perform systems development work, must be able to assume total project responsibility, work with considerable independence, and develop task outlines and schedules for each project. Person must be able to maintain continuing responsibility for multiple projects. Must be able to research solutions to problems and provide management with solution options. Project complexity normally ranges from medium to high in nature. Coordinate the needs of affected departments with diverse and frequently conflicting interests for the design of various accounting and business systems. Coordinate systems design and conversion with department heads, the Vice Chancellor for Administration and Finance, other institutional officers, and internal, State and Federal auditors when required.

Systems Development: Broadly to coordinate the development of systems for use on the ECU campus. Typically, an analyst performs the following tasks while developing systems. Conducts surveys to determine the need for feasibility of, and objectives of systems to meet the needs of the University, the specific department being studied, and external interested parties. Analyzes the degree of mechanization advisable and makes estimates of resources required for development and implementation of a system. Review and makes recommendations for possible computer applications. Analyzes workflow to reduce duplication of effort, improve efficiency, and improve internal control. Prepares reports on desirable systems or system changes for management to review, for approved projects, develops and obtains agreement from the principally involved departments on proposals suggesting a technical approach to a system under development. Such proposals typically include: document flow, accounting treatment and control, forms design, report format, content, frequency, and distribution. For automated systems, provides support to the Information Technology Computing Services department in the form of data on transaction volumes and necessary control to facilitate such technology responsibilities as: hardware selection and acquisition, computer programming and software acquisition, testing and de-bugging. Designs forms for collecting data necessary for manual, mechanical, or automated accounting systems. Finalizes forms design and procedures initial operating quantities for the user. Prepares conversion plans for the implementation of systems, including changes in workflow and job duties, distribution and reorganization of information from the old system into the new system, and the timing of the conversion activities. In coordination with interested parties, especially Information Technology and Computing Services systems, develops an implementation plan for the system or system changes, including the following: advising functional user personnel, testing equipment and document flow, planning for implementation, parallel operation of old and new systems. The above systems development responsibilities may be shared with Information Technology Computer Services where the technical requirements of the particular engagement is necessary. Creates and/or improves procedures necessary for the implementation of systems. Coordinates activities between the system user, management, and other affected departments and parties. Documentation of new processes must be maintained within the department to provide comprehensive support from other departmental staff, sometimes requiring the development and maintenance of process documentation and operating manuals. Writing supporting documentation for manuals for the user of each system designed, and revising these manuals as needed is also needed. This position will require exceptional critical thinking skills as well as oral and written communication skills.

Management Advisory Services: As an analyst, must be able to provide business related management services to various areas internal and external to the division. The size and nature of the engagement may vary depending on the purpose, goals, and complexity of the organization.

Systems Maintenance: The dynamic nature of University operations requires that a continuing effort be applied to keep the systems operation in the most effective and practical manner. To this end, this person must conduct periodic reviews of the working details of operating systems. Analyses are made of the design and flow of forms within a system, and changes are made principally on the basis of the user’s experience, where control parameters permit.

Minimum Education/Experience :

Master’s degree and 1-2 years’ experience; or a bachelor’s degree and 2-4 years’ experience: or an equivalent combination of education and experience. All degrees must be received from appropriately accredited institutions.

License or Certification Required by Statute or Regulation :

Preferred Experience, Skills, Training/Education :

Degree in Business Administration, Information Technology or Accounting including twelve hours of accounting. Knowledge of data sources such as Finance, Human Resources, Payroll and Position Control. Knowledge of relational database structure to identify and interpret data in Oracle Databases for data extraction and reporting. Experience with Ellucian’s Banner software in the areas of Human Resources and Finance. Application administration experience with Kronos’ Workforce Central timekeeping software. Experience in Higher Education and project management as well as experience using tools such as Team Dynamix, Microsoft Office (especially Word and Excel), TOAD, SAS or SQL Developer, Operational Data Store (ODS), Tectia (formerly Secure Shell), ecuBIC, Automic (formerly Appworx), and e~Print are preferred.
