The University of Tennessee, Knoxville, (UTK) Human Resources office is seeking a Recruitment Manager. The UTK Human Resources Office provides services to more than 5,000 regular faculty and staff, as well as temporary and student employees.  Our office values excellence and inclusion by building relationships with respect, integrity, accountability and care.  Our HR team is highly active across our campus and broader community and is seeking candidates who have the ability to contribute in meaningful ways to the diversity and inclusion goals of the University. Accountabilities 

Leadership 
•    Supervises regular, full-time exempt and non-exempt staff members, which includes day to day work direction, annual performance evaluations, identifying training opportunities, and providing disciplinary action as needed
•    Develops and implements recruiting practices and procedures, including best practices in diversity recruitment
•    Ensures compliance with University policies and procedures as well as state and federal regulations
•    Identifies and implements customer-centered and/or processes improvements
•    Consistently works to evolve recruitment practices 
•    Oversees the Temporary Help Pool

Recruitment Services
•    Recruits, screens and refers qualified candidates to hiring departments for further consideration
•    Partners with departments to provide guidance on the hiring process including explanation of recruitment-related policies and procedures, posting positions, candidate screening, interviewing strategies
•    Counsels employees affected by reduction in force
•    Communicates with candidates concerning specific vacancies, job qualifications, resume assistance, salary concerns and benefits information
•    Extends job offers to new hires, processes new hire paperwork and coordinates on-boarding

Community Partnerships
•    Provides leadership for campus and community partnerships
•    Identifies opportunities to engage with community such as career fairs, workshops, and assisted placement services
•    Develops and facilitates training programs
•    Participates in special projects and initiatives and serves on committees
•    Manages dual career program
 



Qualifications
Required Qualifications 
•    Bachelor’s degree in Business, Human Resources, or comparable area of consideration
•    5 years of progressively responsible professional human resources experience in the area of recruitment
•    Full-cycle recruiting experience, including experience with diversity recruiting techniques
•    Leadership and supervisory experience 
•    Experience using applicant tracking and HRIS tools

Preferred Qualifications 
•    PHR, SPHR or other related certification

Required Knowledge, Skills & Abilities 
•    Knowledge of employment related federal & state law and EEOC regulations
•    Excellent written and oral communication skills, organizational skills, and MS Office skills 
•    Ability to source and cultivate candidates from diverse backgrounds
•    Ability to identify and implement process improvements, and to lead team through organizational changes
•    Ability to multi-task, facilitate training/meetings, diffuse volatile situations, interpret policy, and analyze reports
•    Ability to be flexible/objective in a high-pressure environment
•    Ability to supervise staff

Preferred Knowledge, Skills & Abilities 
•    Knowledge of IRIS (SAP) and Taleo (Oracle)
