Job Description SummaryThe Chief Information Officer (CIO) serves as the executive officer responsible for providing leadership and management to the units of the Department of Information Technology and is responsible for university-wide planning, management, security, and coordination of the technology resources of Saint Leo University. Reporting to the Vice President of Business Affairs and Chief Financial Officer (CFO), the CIO is a key member of the university leadership team and will bring a strong strategic orientation and vision of how information technology can support the campus community. The CIO serves as the administrator for the Information Technology division and is responsible for the management of the enterprise resource planning (ERP) system, learning management system, file server and networking infrastructure, application software development, information security, technical training, computer and printer installation and maintenance, user support services, the University’s student computer labs and classroom technology and policy development regarding information services for students, faculty, and staff. The CIO oversees the review and analysis, coordination, and approval of computer-related purchases and upgrades and ensures that new applications and technologies are compatible with existing systems and are appropriately integrated into the University's enterprise architecture. The CIO provides leadership and supervision of staff, budget oversight and development, administrative and academic support, and strategic planning and implementation for the Information Technology division.
Duties and Tasks:
- Develops an enterprise technology, knowledge, and information management strategy in collaboration with leadership across the University
- Ensures that the DoIT team supports the IT needs of the University by preparing long and short term goals and objectives related to University-wide strategic planning.
- As resources permit, ensures the prompt and effective delivery of essential administrative and academic information technology services by organizing the various units and sub-units in a logical, non-duplicative and effective manner that best meets the work requirements of the division and the needs of the University.
- Monitors workloads throughout the division and prioritizing staffing needs accordingly, and assuming ultimate responsibility for the units and functions within the DoIT.
- Oversees the planning, analysis, design, and implementation of selected system-wide and campus-wide software applications by working with faculty, staff, and students to determine requirements, achieve milestones, and deploy successful Information Technology projects.
- Develops solutions for complex business problems that require ingenuity and innovation
- Responsible for locating IT and business resources and organizing, manipulating, filtering, and presenting corresponding information in support of enterprise objectives
- Identifies best practices throughout the organization and communicate/implement these practices on an enterprise level
- Ensures fiscal responsibility and accountability through coordination and preparation of the annual budget, authorizing the expenditure of funds, and maintaining overall budget control of the DoIT.
- Remains competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development training, and attending training and/or courses as directed by the CFO.
- Provides leadership and develops a competent, productive, and effective staff, both directly and through delegation, by hiring, training, evaluating performance, and supervising all employees of the Information Technology division.
- Creates and sustains business literacy and understanding of business processes in the IT organization
- Facilitates communication between all key IT groups and customer community
- Establishes and maintains a high level of client trust and confidence in the team's knowledge of, and concern for, client's business issues
- Implements a governance structure to support an evolving IT vision
- Collaborates with faculty, staff, and management to provide innovative technological approaches to advance the University’s mission
- Responsible for overall direction, selection, conversion and routine management of information technology products, systems and services
- Provides leadership direction in the review of new software and hardware acquisitions
- Develops consistent quality standards for vendors and manages vendor performance to ensure consistency with quality and contract standards
- Develops and monitors compliance regarding IT policies and procedures as well as IT operating and service standards
- Provides leadership in the development of ongoing educational programs, both campus based and distance education courses, to ensure optimal staff utilization of current technologies, upgrades of existing technologies, and exploration of new technologies
- Contributes to the overall success of the division of Information Services by performing all other duties and responsibilities as assigned by the CFO.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Bachelor's Degree in Computer Science, Engineering, or related field with an IT focus required
- Graduate degree in Business or Management or equivalent work experience preferred
- 10+ years’ experience of increasingly responsible management and operational experience in IT Management
- Understanding of technology directions, trends, and strategic business impact of key business and IT initiatives.
- Knowledge and understanding of business principles, processes, and technology
- Knowledge and understanding of the academic and administrative functions of a university strongly desired.
- Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
- Skill in budget preparation and fiscal management.
- Skill in organizing resources and establishing priorities.
- Demonstrated vendor management skills
- Evidence of successful leadership of teams and task forces as well as the involvement, integration, inclusion and inspiration of direct reports
- Exceptional project management skills, including the ability to effectively deploy resources and manage multiple projects of various diverse scope in a cross-functional environment
- Strong leadership, organizational development, business planning, analytical, and conceptual skills
- Drive enterprise objectives through ability to, predict, analyze, and manage cultural and technological changes within the organization
- Demonstrated ability to lead, the skills to develop leaders, and the ability to project a strong positive image of the University with parents, students, faculty, staff, and others are required.
- The ability to work effectively and collegially supporting a university with a variety of locations
