About the Department:

The Center for Applied Aquatic Ecology (CAAE) provides (i) water quality research information needed by water resource managers and policy makers to optimize protection of human health and aquatic life; (ii) analytical support for many researchers and their students, as the only state-certified laboratory of its kind in the UNC system; (iii) training and support for young scientists at NCSU across the salinity gradient from freshwater to estuarine and marine ecosystems; and (iv) a unique program in hands-on environmental education for secondary and high school students and their teachers through our Education Outreach programs.

Through this four-pronged approach, the CAAE addresses a need identified by environmental and health agencies, municipalities, and Business North Carolina to strengthen protection of our state’s surface waters for continued sustainable economic development.

Essential Job Duties:

The primary purpose of this position is to provide guidance to the Center Director and staff regarding finance and budget operations of a receipts-based center. The successful candidate will provide professional customer service to both internal and external stakeholders and is the first point of contact for the Center. Complete accuracy and attention to details are required in this position to ensure that all policies, procedures and guidelines are met in accordance with NCSU, the College of Agriculture and Life Sciences (CALS) and granting agencies. All work in this position requires visual attention to forms, invoices, etc., and for computer use. Strong problem-solving skills are also essential for financial matters.

A few key responsibilities include but are not limited to:

  • Monitor and approve all expenditures related to spending, budget allocation and control for grants and appropriations.
  • Estimates of availability of funds to needs of projects, salary distribution, budget reporting, preparation of financial statements, and ensure adherence to cost accounting standards.
  • Accounts payable and receivable.
  • Gather all related data needed for the calculation of use rates for all services performed in the CAAE state certified analytical laboratory, algal culturing facility, and microscopy laboratory.
  • Research and obtain rates from other North Carolina Laboratories for the same services to ensure compliance with the NC State Umstead Act.
  • Provide the CAAE website coordinator with the most updated service use rates for posting on the Center’s website.
  • Oversight of sponsored programs budget proposals and justifications by working as the liaison between center staff and CALS Contracts and Grants office.
  • Ensure that grant proposals are submitted in an accurate and timely manner to the CALS Contracts and Grants Office.
  • Prepare all required interim and final financial reports and submit the reports to the Principal Investigator (PI) by the required deadline.
  • Serve as the Unit Timekeeper and Leave Coordinator.
  • Work closely with Home Department HR Liaison for all recruitment, separations and other human resources related actions.
  • Be familiar with NCSU Travel Polices and Guidelines.

Other Responsibilities:

Serve as Center’s public facing representative, welcoming all visitors to the center and various other related duties.

Serve as Building Liaison.

Additional Duties as assigned.

Minimum Experience/Education:

High School Diploma or equivalency and one year of related office experience; or equivalent combination of training and experience.

Other Required Qualifications:

Excellent computer skills including proficiency in Microsoft Excel and Word, or similar software

Familiarity with general office machines, including but not limited to: fax machines, copiers, printers

Accounting experience.

Preferred Qualifications:

High school graduate; some college preferred.

3 years accounting experience.

Experience in grant management.

Familiarity with NCSU PeopleSoft financials and human resources.

Experience in university accounting practices, and preferably College of Agriculture and Life Sciences policies and procedures.
