This position is an exempt position under state and federal law. This document does not create a contract or any other obligation and employee status remains that of “at will.”Working Hours:

Flexible schedule, including daytime, evening and Saturday hours as required by needs of the position.

Summary:

The Workforce Curriculum Project Manager will work collaboratively with a team of STTC/ RACC professionals to manage curriculum and services, build custom training programs, identify and pilot innovative trainings and/or services, accomplish the growth of solutions-based strategies that provide employee-centered support to Advanced Manufacturing, Manufacturing and related businesses in the Greater Reading region counties (~50-mile radius). The Manager will be responsible for non-credit STTC “catalog” courses and open enrollment programs and services. The Manager will support as necessary non-credit and credit STTC curriculum/ grant initiatives. The Manager will assist in strengthening relationships/ partnerships with the STTC/ RACC and its customers and workforce and economic development players.

The manager will be responsible for all aspects of project management, including planning, implementation, communication and marketing, and assisting with data collection, input, analysis and budget management. The Manager will provide good leadership, supervision and business sense to the division team and direct reports, as well as monitoring fiscal soundness of all activities. This position reports directly to the Executive Director, Workforce and Economic Development.

Essential Duties and Responsibilities:
  1. Understand, identify and anticipate the diverse needs of business & industry (soft-skills, workforce & technical).
  2. Experience creating, developing, adapting and constructing competency-based training and assessment for adult learners.
  3. Assist Regional Representative, Workforce Business Development in sourcing, recruiting, establishing and maintaining collaborative working relationships with a significant pool of non-credit adjunct training/education/consulting professionals (diversified in talent).
  4. Research and recommend to Executive Director, Workforce and Economic Development and Regional Representative, Workforce Business Development new programs/services that have potential to increase enrollment and sales revenue.
  5. Manage marketing communications and scheduling of STTC “catalog” non-credit training programs and courses.
  6. Expand and revise STTC courses and programs in the RACC Workforce Tabloid.
  7. Provide assistance in developing workforce development grants and the administration of resources from relevant funding streams, e.g., grants, business and industry donations, Foundation for RACC.
  8. Serve as the College’s state certified WEDnet Partner. Provide strategic direction and guidance to the Coordinator, Grants and Custom Training Projects for support & implementation of the program.
  9. Perform STTC credit and non-credit program assessment and review.
  10. Perform management duties: analyze project requirements, investigate project needs and identify required resources including:
    1. Develop detailed project plans including key performance indicators, activities, timelines and action items.
    2. Conduct project meetings including taking meeting notes, communicating assignments and monitoring progress.
    3. Coach and develop team members in support of the achievement of the project.
    4. Manage multiple projects according to plan to ensure projects are delivered on time and within budget.
  11. Supervise the Coordinator, Grants and Custom Training Projects & STTC’s Records Staff.
  12. Prepare and submit monthly, annual and periodic reports including fiscal data, as required.
  13. Coordinate workforce development, economic development and educational events hosted in or by the STTC.
  14. Represent as needed the College at various training, civic, educational, and professional meetings.
  15. Perform other duties as assigned by the Executive Director, Workforce and Economic Development.
Supervisory Responsibilities:

Directly supervises the Coordinator of Grants and Custom Training Projects, FT Records Specialist and 25Hour PT Records Specialist. Carries out supervisory responsibilities in accordance with RACC policies, collective bargaining agreements and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience:

Required:

  • Bachelor’s degree or equivalent from an accredited 4-year college or university required
  • Three years’ curriculum/ training development and project management experience in business and industry
  • Three years’ supervisory experience required

Preferred:

  • Master’s degree
  • Experience in Adult Organizational Development or Industrial Organizational Development
  • Experience working in Manufacturing
  • Experience managing grants
Computer Skills:

To perform this job successfully, an individual should have intermediate to advanced knowledge using Internet software, Spreadsheet software and Word Processing software. Experience in Eventbrite- event creation and registration technology software a plus.

Certificates, Licenses, Registrations:

Must possess a valid Pennsylvania Drivers’ License.

Other Qualifications:

Knowledge related to adult training programs in Advanced and Industrial Manufacturing, Production, Supervision, Leadership, Communication, Business Operations/Professional Workforce Skills, Industrial Maintenance, SMART Automation, Machine Tool Technology and Engineering is necessary.

Communication Skills:

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write content, reports, business correspondence, and procedure manuals. Excellent grammar, punctuation and spelling skills. Ability to effectively present information and respond to questions from groups of students, instructors, college officials, officials of business and industry and the general public.

Mathematical Skills:

Ability to calculate figures and amounts such as gross/ net margins, discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of technical math and basic algebra.

Reasoning Ability:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
