Yakima Valley College is accepting applications for the position of Dean of Workforce Education who is committed to community college students and their success. This is a full-time, 12-month, administrative position, with an anticipated start of July 1, 2021 

Under the direction of the Vice President of Instruction and Student Services, this position is responsible for providing leadership, administration, and supervision for the division of Workforce Education and associated programs and departments. The division offers an array of professional technical certificates, Associate of Applied Science and Bachelor of Applied Science degrees as well as AAS Transfer degrees. This position supports the mission and strategic plan of the college through planning, evaluating, maintaining, and implementing instruction and related services in compliance with established guidelines.

The successful candidate must be able to develop equity-minded practices within an educational environment. 

Essential Tasks

Identify, create, and sustain partnerships that promote access to and success in workforce education:

  • Respond to students' needs and the workforce needs of the Yakima Valley College service district
  • Strengthen relationships with industry, business, and civic leaders to promote local and state initiatives that will improve students' success
  • Facilitate collaborations between workforce faculty and employers as well as transfer institution faculty to ensure that program learning outcomes align with workforce and/or transfer institution priorities
  • Collaborate with Dean of College and Career Readiness to develop and support existing I- BEST programs and create new I-BEST programs
  • Ensure college-wide practices equitably support student success, and students experience seamless support between academic affairs and student services
  • In collaboration with workforce staff and faculty, organize and respond to feedback from external advisory committees
  • Provide leadership, support, and advocacy:
  • Be responsive to changes in the environment for new career/employment opportunities
  • Work collaboratively with faculty and staff to implement new workforce programs that meet student and community needs
  • Work in partnership with the Director of BAS programs and faculty to identify new opportunities for designing and delivering BAS programs 
  • Conduct regular program reviews with an equity lens to close equity gaps and increase completions overall
  • Provide leadership for Program Directors, Chairs, and Coordinators to identify and address enrollment, retention, and completion trends in workforce programs
  • Facilitate the development, implementation, and assessment of inclusive practices within workforce programs 
  • Collaborate with college leadership as a member of the instructional leadership team
  • Promote and support full-time and adjunct faculty's involvement in professional development opportunities tied to increasing student completions, including focused work on advising
  • Manage workforce programs:
  • Work closely with the Budget Director to facilitate the development of budgets for departments and programs
  • Collaborate with and provide leadership for Program Directors, Chair, and Coordinators to create and maintain a schedule for workforce programs 
  • Serve as Yakima Valley College's representative to the statewide workforce council (WEC) and other workforce-related committees
  • Serve as Yakima Valley College's workforce liaison to the Washington State Board for Community and Technical Colleges (SBCTC) regarding workforce programs, policy, and funding
  • Develop inter-agency and contractual agreements with other educational and industry organizations
  • Reinforce ongoing efforts to increase ABE/ELA Transitions, supporting collaboration between College and Career Readiness and professional technical faculty for transfer advising and I-BEST program development
  • Supervise professional-technical faculty and staff
  • Support institutional and program-specific accreditation efforts; maintain program-specific accreditations and associated regulatory compliance
  • Participate in developing marketing strategies for professional-technical programs, informed by Yakima Valley College's Guided Pathways work plan
  • Advise, coordinate, and provide leadership to Administrative Council and Instruction Council on professional technical related matters
  • Write and manage federal and state grants and workforce allocations
  • Establish and coordinate appropriate technical program advisory committees
  • Initiates and coordinates appropriate program improvements in response to technical advisory committee guidance

 

Qualifications

KNOWLEDGE OF:

  • Federal, State, or other external workforce development funding sources, including key regulatory, fiscal, and outcomes management issues


ABILITY TO:

  • Work with and commitment to equity in working with students, communities, and colleagues from diverse backgrounds, identities, and intersection
  • Collaborate with instructional and student services deans and the Vice President of Instruction and Student Services to build strong partnerships with local school districts 
  • Work with data to report to funders and for program improvement and decision-making
  • Work collaboratively with instruction, administration, and student services programs
  • Maintain and facilitate strong communication and partnership with student services 


MINIMUM QUALIFICATIONS:

  • Master's Degree from a regionally accredited college or university
  • Two or more years college-level teaching experience in a professional-technical/workforce program 
  • Two or more years of administrative leadership or management experience


DESIRED QUALIFICATIONS:

  • Demonstrated commitment to inclusive excellence through program innovations and student success efforts
  • Evidence of partnership development with agencies including business and industry, the workforce system, high schools, and universities
  • Experience managing grant-funded projects
  • Experience working with faculty and industry to develop and deliver CTE or workforce development programs
