Job Summary:

Reporting directly to the Executive Director, Utilities & Energy Management, this position provides administrative management and leadership direction for Utilities & Energy Management (UEM) — Controls Engineering and Facilities Systems for the University of Kentucky – Lexington Campus and Remote Campuses (as needed); Communicates directly with Facilities Management Campus, Medical Center, Capital Projects, UEM, UK HealthCare, Senior Administration, Athletics, respective customers, and stakeholders to define, plan, and prioritize controls engineering and facilities systems projects, renovations, maintenance, and operations; Oversees the implementation of controls engineering and facilities systems’ strategic plans, programming, and delivery strategies to ensure reliable and economic delivery of controls and systems campus-wide; Plans and organizes all facets of the day-to-day unit’s activities to meet short and long-range goals and objectives; Assists in the creation of short and long-term operating plans, including controls and systems projects, equipment, deployment of resources, personnel allocations, maintenance, and capital plans; Analyzes department operations, implements and executes optimized economic operating plans, and makes recommendations for significant operational improvements as appropriate; and Actively engages in and supports the University Sustainability Strategic Plan, UEM Master Utilities Plan, and Emissions Reduction Plan.

The Utilities Systems Manager manages overall energy management initiatives and operations, including directing, coordinating, and authorizing the planning, organization, coordination, integration, and completion of all energy-related technical activities and projects Campus-wide, including remote campuses (as needed); Participates in and oversees the development, maintenance, and adherence to University energy management standards, controls, instrumentation, and specifications; Shares and communicates the value proposition for energy management and demand side savings, interactions with sustainability efforts, and ensures an energy-conscious culture within the University; Manages, supports, and maintains seamlessly integrated Building Automation Systems (BAS), Energy Management Systems, and related Servers, including building controls, Graphical User Interface, Swisslog, Critical Research Equipment Monitoring, and Elevator Monitoring; Leads interaction with ITS and provides technical and operational support for hardware upgrades and programming; Defines commissioning scope for projects, tracks progress, and insures compliance with performance requirements;
Maintains data and metrics for commissioning activities, including commissioning report database; Manages daily back-up and protection of data to avoid critical catastrophic loss and archives data accordingly; Manages overall fiscal allocations for projects, renovations, maintenance, and assists with the development of budgets and capital planning; Reviews, recommends, and negotiates means and methods for new and renovated controls and systems; Reviews drawings and specifications for all new and renovated facilities; Reviews relevant cost information and monitors progress toward achieving overall goals; and Initiates appropriate actions to ensure specifications are met within budget and on-schedule.

Demonstrated knowledge and experience in Controls Engineering, Systems, and Equipment in multiple applications; Knowledge of Psychometric Principles, Heat and Mass Transfer; Thermodynamics Analysis; and Control Programming Algorithms; Logic Programing; Sequencing; Professional knowledge and practical proficiency in electrical, mechanical, energy, and utilities engineering; Data Management; Business Administration; Safety and Environmental Compliance Statutes; Building Codes; and Fiscal Acumen.

Driver’s License — Preferred

Research

In fiscal year 2016, the University of Kentucky was awarded $316.5 million in external grants and contracts.
