About the Department:RRS was established for the specific purpose of providing assistance to public and private segments of the leisure service industry within North Carolina, including municipal and county park and recreation departments, nonprofit agencies, private recreation agencies, recreation consumer groups, and recreation and park board and commission members. RRS concentrates on four types of service: technical assistance, field administration for the Land & Water Conservation Fund and the Park & Recreation Trust Fund, applied research, and continuing education.
Essential Job Duties:- Primary Purpose of Position: Provide field administration for the NC Parks and Recreation Trust Fund and Land & Water Conservation Fund grant programs; provide up-to-date information and technical assistance to the citizens of North Carolina regarding parks, recreation, and tourism with direct responsibility for an assigned service region in central NC.
- Provide field administration for the Parks and Recreation Trust Fund and the Land & Water Conservation Fund grant programs, with direct responsibility for an assigned 20-25 county central region within NC. Field administration includes but is not limited to: grant application consultations, application review, oversight of active grant projects, grant financial closeout, and routine inspections of active projects. Grant administration documents (e.g. inspections, financial reports) require completion on time-sensitive deadlines. This position requires extensive travel in the region to perform grant administration portions of this position, as site inspections in communities are one of those duties. A valid NC driver’s license is required as an essential function of this position.
- Provide up-to-date information and technical assistance to the citizens of North Carolina regarding parks, recreation, and tourism. Information and technical assistance may be provided through one-on-one consultation, workshops and seminars, technical publications and applied research. Position is responsible for planning, organizing, implementing, and evaluating continuing education programs within the assigned region and statewide for park and recreation professionals. Respond to requests for information or assistance from agencies within the assigned region. Requests for assistance range from calls that may be dealt with immediately to those that require several days of research to answer. This aspect of the job requires the ability to locate the most current information related to a specific topic and compile that information in a form that the client can understand and use.
- The Recreation Consultant has the responsibility to research, write, and produce needed technical assistance bulletins related to the field of parks and recreation and disseminate the information through suitable means and formats (e.g., reports, digital media, video). Upon request, organize and conduct special studies for requesting agencies.
- Collaborate with RRS Director and staff to set annual educational, outreach, and research agendas. Provide professional service to RRS, the Department of Parks, Recreation and Tourism Management, the College of Natural Resources, and/or NC State University as requested (e.g., committee members, special events support).
Note: During COVID-19 restrictions, this position has the approval to work from home, and to conduct some site visits through virtual meetings as a means to follow safety protocols. Restrictions on travel and site visits will be pursuant to federal, state, and university guidelines.
Other Responsibilities:- Regional NC travel is required.
- Additional duties as assigned.
- Relevant post-Baccalaureate degree, or Bachelor’s degree plus five or more years of substantive relevant independent experience and education.
- Thorough knowledge of the philosophy, problems, issues, and administrative methods of parks and recreation;
- Ability to establish and maintain effective working relationships with and provide high-quality customer service to the public and other employees, as well as park and recreation professionals throughout the state;
- Ability to clearly and accurately communicate both verbally and in writing;
- Ability to travel extensively and submit required timely travel documentation and receipts;
- Considerable initiative, professional judgment, creativity, and diplomacy are necessary to carry out work duties; and,
- Proficiency with technology, including word processing, spreadsheet, and database software applications.
- Master’s degree in parks and recreation or related field and at least two years of work experience in public park and recreation management or related field. Certified Park and Recreation Professional (CPRP) certification is desired.
- A valid North Carolina driver’s license or the ability to obtain one within 60 days of start date.
