Department Summary:

The Office of Sponsored Programs, a division of the HSC Research Office, provides pre-award, post-award, and accounting services for the support of faculty and other investigators while promoting compliance with federal and state agencies, private sponsor agreements, and HSC research policies.

Position Overview:

The Senior Contract Administrator supports faculty and staff in development, coordination, and administration of federal, state, and private contracts for sponsored project activities; serves as institutional business liaison to sponsoring agencies; facilitates compliance related to contracts under the position’s purview; reviews and negotiates terms and conditions of contracts with sponsors; drafts and negotiates sub-agreements as necessary; develops training and presents to campus research community; provides guidance to department and college support staff and faculty members.

Minimum Qualifications:

Bachelor’s degree (B. A.) from four-year college or university; and five (5) years related experience, or equivalent combination of education and experience.

Up to date knowledge of applicable law, and federal and state grant guidelines, including but not limited to FARS, DFARS, 2 CFR 200, and Uniform Grant Management Standards; Clearly and candidly expresses self in a professional manner; Actively listens and seeks input to ensure understanding. Adapts communication to be appropriate to other’s level of understanding. Is able to actively and skillfully conceptualize, analyze, and evaluate information to reach a conclusion and make a decision.

o:

Drafts and negotiates legal and business terms for Research Related Agreements including but not limited to Industry Sponsored Project Contracts, Non-Disclosure Agreements (NDAs), Material Transfer Agreements (MTAs), Testing Contracts, Research Contracts, Investigator Initiated Clinical Trial Contracts, Teaming or Collaboration Contracts, Intergovernmental Personnel Act Agreements, Federal Contracts, State Contracts, Sub-awards.

o:

Develops and presents training to the campus research community related to contracts.

o:

Interacts directly with external sponsors, including industry contacts, federal sponsors, state sponsors, and private non-profits for the purpose of negotiations.

o:

Monitors work flow turnaround time and time sensitive contracts, subcontracts, and other agreements. Handles each agreement timely, with consistent follow-up and updates to internal customers.

o:

Maintains up to date knowledge of applicable law and federal, state, institutional, and sponsor guidelines, including but not limited to FARS, DFARS, 2 CFR 200, and Uniform Grant Management Standards.

o:

Provides expertise and advice to faculty and external department staff in contract and subcontract administration through FARS, DFARS, OMB circulars, federal, state, institutional, and sponsor guidelines.

o:

Works with pre and post award teams on process improvement; assists with policy and procedure development.

o:

Maintains accurate and complete electronic records and ensures the integrity of data stored in the contract database.
