HR Apprenticeship Coordinator - Fs Administration & Support Services

Regular Full-time, Pay Grade 39
Thisposition serves as the primary and central point of contact as the FacilitiesServices (FS) Department coordinator for the FS Department approved USDepartment of Labor (USDOL) Apprenticeship program. The principalresponsibilities are to plan, develop, administer and oversee the successfulimplementation of a multifaceted Apprenticeship program that will include atleast 7 different skilled craft career areas and approximately 50 apprenticesper year. Position occupant will be responsible for responding to any USDOLinquiries about the program or the participants and will work closely withdepartment supervisors and assigned trainers to ensure each apprentice ismaking progress to meet advancement requirements.

Specific Duties toinclude:

  • Strategize, develop, implement, and overseeApprenticeship program initiatives that adhere to USDOL     objectives and requirements for approvedskilled craft apprenticeship programs.
  • Establish minimum standards of RelatedTechnical Instruction (RTI)/ education and On the Job Learning (OJL) experiencerequired of apprentices; review apprenticeship activities in accordance withthese standards; adjust as necessary.
  • Develop program assessment protocols forevaluation and improvement.
  • Maintain organizational standards ofsatisfaction, quality, and performance.
  • Identify opportunities for continualimprovement and implement such.
  • Oversee multiple Apprenticeship cohorts,ensuring program goals are reached.
  • Manage budget and state funding channels formaximum productivity and effectiveness of program. 
  • Provide follow through, coordinate, and provideassistance as necessary to ensure employees and or supervisors report injuriesto the Tennessee Department of Treasury, Division of Claims administrationWorkers’ Compensation Program administrator for the processing of workers’compensation claims, Corvel, within three days of injury and obtain CorvelClaim Number for form completions.
  • For Family Medical Leave approved to runconcurrently with Workers' Compensation leave track each leave type separatelyby developing and maintain appropriate tracking tools.
  • Oversee and coordinate apprenticeshiprecruitment or hiring activities to include screening apprentice applicants andreferring to hiring authority; select apprentices in accordance with USDOLapprenticeship goals and objectives; submit apprenticeship agreements to USDOLfor agency registration.
  • Regularly review program to ensure adequateapprentice progress in meeting OJL and RTI requirements; recommend improvementsas required; Maintain record of each apprentice's application, education,experience and progress in OJL and RTI.
  • Ensure relevant standards, processes, and USDOLregulations are upheld.
  • Arrange for the administration of tests toaccess apprenticeship progress in skills and technical knowledge; recordresults in USDOL database.
  • Certify to the USDOL that apprentices havesuccessfully completed approved Apprenticeship program in accordance withprogram goals and requirements.
  • Work with UTK HR to manage resources in supportof the Apprenticeship Programs;
  • Hear and adjust all complaints underApprenticeship Program Agreements;
  • Notify USDOL of all new apprenticeshipapplications, suspensions, extensions, cancellations, and completions providingsupporting explanations and documentation.
  • Monitor participation rates of minorities andwomen in apprenticeship programs in accordance with University of TennesseeAffirmative Action Plan to ensure compliance.

Required Qualifications: Minimumof 6 years related (HR or Training) managerial experience.

Relativework experience may be substituted for education on a one for one basis.

AssociatesDegree and 4 years of HR or Training experience or a Bachelor’s degree and 2years of HR or Training experience.

 Abilityto communicate effectively both orally and in writing;

Abilityto maintain confidentiality and confidential data;

Skillin using Microsoft Office suite to include Word and Excel;

Skillin using database management software and developing data tracking reports;

Abilityto collect and manage data in database management systems to produce trackingreports;

Abilityto prepare and present accurate and reliable reports containing findings andrecommendations;

Organizationskills related to file creation and management.

ValidTennessee Driver’s license
