Departmental Overview

The California Social Welfare Education Center (CalSWEC) is a training and evaluation unit of the University of California at Berkeley's School of Social Welfare. As the nation's largest statewide consortium of social work educators and practitioners, CalSWEC's goal is to support and enhance the delivery of effective, culturally competent services in California's public systems of care. CalSWEC's work include pre-service social work education and training and student support projects, professional in-service
training projects, and workforce development-related program evaluation and applied research projects in the arenas of child welfare, behavioral health, and services for aging and vulnerable adults. CalSWEC facilitates and supports statewide partnerships for the education and training of social workers to ensure culturally responsive, effective, and high-quality health and social service delivery to the people of California.

CalSWEC collaborates with 22 universities as well as partners and stakeholders that include the California Department of Social Services (CDSS), the California Office of Statewide Health Planning and Development (OSHPD), the County Welfare Directors Association (CWDA), the County Behavioral Health Directors Association (CBHDA), California's Regional Training Academies, the California chapter of the National Association of Social Workers, and other advocacy groups and foundations focused on workforce development for California's public systems of care.


  • Coordinate the development, revision and dissemination of curricula that can be used throughout the state, including ongoing revision and implementation of the California Common Core Curriculum for direct service child welfare social workers and supervisors.
  • Plan and coordinate regional and statewide curriculum development activities and projects based on identified needs and gaps in current training curricula.
  • Identify and evaluate resources and activities that will advance the development of needed statewide training.
  • Develop and write manuals, handbooks, reports and design training curricula
  • Assist the statewide child welfare in-service training system in obtaining, producing and improving needed teaching materials and curricula.
  • Organize trainings, symposia or other statewide events as needed.
  • Maintain current knowledge of public policies (laws & proposed laws) relating to public social services, especially child welfare services, and how they affect social work training.

  • Facilitate, convene, and serve on statewide and local work groups, task forces and committees, composed of representatives of state and county child welfare agencies, regional public child welfare training academies, other professional organizations, and training providers.
  • Carry out other identified activities of the Coordination Grant with CDSS, and identify new needs from counties, regional training academies and the state.
  • Coordinate training support staff in various training-related tasks.
  • Assist with other CalSWEC activities as requested.

  • Obtain and analyze information about curricula and training delivered by the Regional Training Academies, the University Consortium for Children and Families and the 58 counties.
  • Assess feasibility and needs for a diverse range of educational activities, including training design and delivery (classroom, videoconferences, computer-based training, and evaluation).
  • Assist the Regional Training Academies, counties and other in-service training entities in utilizing training evaluation data to systematically improve materials and curricula.

Required Qualifications
  • Thorough knowledge of functional area and understands how work may impact other areas.
  • Thorough analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.
  • Strong analytical, verbal, written and interpersonal communication skills and strong presentation skills.
  • Thorough knowledge of organizational policies and procedures.
  • Thorough knowledge of delivering training programs and thorough knowledge of other areas of human resources.
  • Thorough knowledge of current training programs and trends.
  • Strong skills to conduct needs assessment and development of new training courses to meet organizational needs.
  • Thorough knowledge and skills with relevant business software systems; i.e., Word, Excel, Access, PowerPoint.
  • Strong skills in planning, resourcing and monitoring effective delivery of training.
  • Thorough knowledge of applying adult learning theories and education methodologies.
  • Thorough knowledge of training and development, performance management and workplace learning.
  • Ability to apply knowledge to achieve successful organizational outcomes.
  • A Bachelor's degree from an accredited college or university with a major in psychology, sociology, social welfare or a closely related field and/or equivalent training/experience.

Preferred Qualifications
  • Master's Degree in Social Work (MSW) or equivalent experiene/training is preferred.
  • Experience working in workforce or staff development training programs is preferred.
  • Experience working in public child welfare services is preferred.

Salary & Benefits

The hiring range for full-time employment is $82,500 to $85,000.

Other Information

This is a full-time, one-year contract role with the possibility for extension based on continued funding.
