This recruitment is “Department Only”. Only non-temporary regular benefit-based employees currently working for this department are eligible to apply and be considered for this position.
Reporting to the Director of Network and Infrastructure Services, the Manager of Systems Services provides vision, direction, and active management for the design, deployment, administration, maintenance, and support of USD’s central information technology infrastructure. This includes on-premise and cloud compute and storage systems/services running operating systems, such as Unix, AIX, RedHat Linux, VMware, and Microsoft; storage arrays (multiple protocols); High Performance Computing, and specialized IBM systems. The Manager will architect and plan the migration to the cloud (e.g., AWS) of the current infrastructure characterized by over 400+ virtual servers. He/she will manage right-sizing of cloud environments and assist the Director in managing cloud costs. Support the central IT infrastructure and related equipment to support campus wide services including: staff, faculty and student email, human resource, financial, & payroll systems, student systems; and many others. The incumbent oversees technical staff who are responsible for the administration and operation of these services. Through careful planning, performance management, and ongoing assessment, the Manager ensures staff have the direction and resources needed to deliver the highest levels of customer service. In addition, he/she develops project plans, sets project milestones and completion dates engages in short- and long-term planning up to and including acting as project lead. As a working manager, he/she may also perform systems administration tasks, including backup of personnel, as needed.
The Manager works closely with all ITS members and vendors throughout the systems life cycle, assisting in areas of systems design, performance benchmarking, network architecture, and security to ensure that deployed services meet user expectations while conforming to generally accepted measures of service and stability.
Duties & Responsibilities:
- Plan and architect central systems to support academic and administrative functions
- Provide vision and direction for cloud architecture and operation of critical central systems
- Perform short- and long-term systems planning
- Plan and architect moving existing campus technologies and systems, including high performance computing, to the cloud.
- Design, specify, procure and install new systems to support central functions
- Coordinate the development an ongoing revision of the University’s information security policies and procedures including designing, evaluating and managing systems security, information security programs and applications
- Understand security from an enterprise perspective and have the ability to provide solutions that address security issues on a business initiatives and projects.
- Assist in the development and implementation of security policies and procedures (e.g., user log-on and authentication rules, security breach escalation procedures, security auditing procedures and use of firewalls and encryption routines).
- Interact with departments outside of ITS to maintain a balanced perspective of the needs and requirements of the larger University
- Actively communicate with departments on issues that affect them and that may be of interest to them in general
- Collaborate and consult with vendors in the course of carrying out the above duties
- Participate in university-wide committees that seek to address institutional needs with collaborative arrangements between central ITS and departments.
- Act as project manager/technical lead for a multi-year campus wide Identity and Access Management system redesign and deployment
- Assign, monitor, and evaluate work
- Conduct annual performance evaluations and recommend work action plans or disciplinary action when appropriate
- Represent management’s interest by taking and/or recommending actions that implement employer policy
- Administer an after-hours on-call schedule
- Conduct weekly meetings with staff to assign and monitor projects
- Conduct regular meetings with administrative services and user services representatives to review current and upcoming projects, service needs, and scheduling, to resolve issues
- Ensure regular successful backups of systems and subsequent off-site storage, including system monitoring, problem reporting/resolution, and overseeing regular restores from backup tapes to confirm they are usable.
- Work closely with staff to ensure all systems are secure and protected, including having them perform in-house security audits and scans
- Maintain an inventory of hardware and software, along with vendor-specific licensing information
- Ensure that all servers that the Systems group administers, and the desktops that they use to administer them, have current patches and upgrades installed
- Participate in the evaluation, selection, installation, configuration, and upgrade of hardware and software
- Maintain a current working knowledge of relevant developments in computing technology, particularly in the areas of Unix, Linux, and Windows and associated networking technology
- Maintain operational guidelines, documentation, and procedures in support of central systems
- Maintain ownership of operational passwords and password vaulting system(s)
- Manage services offered to the university community including server management, backup of departmental servers, and administration of infrastructure to support collaborative tools, etc.
- Maintain a close working relationship with all ITS staff and participate in cross-unit projects and working groups
- Bachelors of Science in Engineering, Computer Science or equivalent technical discipline.
- Successful completion of at least one of the following AWS certificates: AWS Certified Developer and AWS Solutions Architect exams.
- Minimum of three years full-time systems programming and administration with Unix, Linux, and Windows environments.
- Minimum of one year full-time work experience in cloud environment, preferably in migration strategies and administration.
- Experience securing, managing large enterprise compute and storage systems.
- Experience with system administration and management in a large production-critical environment including high availability and backup services.
- Two years of technical management experience.
- Familiarity with research high performance computing (HPC), management, and support.
- Understanding of networks and integration of these into campus or cloud environments.
