The purpose of OHR is to provide the University with a full range of human resources services in support of the University’s teaching, research, and public service mission. This includes compensation, classification, benefits, recruitment and staffing, employee relations and dispute resolution, employee recognition, communications and talent development, HR records and information systems, employee communications and business analysis.
This position is located within the OHR in the Employment and Staffing (E&S) area, specifically in the Background Check Unit. E&S is responsible for providing a range of services to the University community including: recruitment of EHRA Non-Faculty and SHRA positions, temporary employment and staffing services, employment eligibility verification and compliance (e.g. criminal conviction checks, credential checks, I-9/E-Verify, etc.), onboarding of new employees, administration of SHRA layoff policies, transition services for separating employees, and collaborating with the University’s Equal Opportunity and Compliance Office (EOC) on SHRA and EHRA Non-Faculty equal employment opportunity monitoring and compliance.Equal Opportunity Employer:

This Background Check Specialist (HR Specialist/Journey) position functions as subject matter expert on background checks, which includes criminal conviction, education credential, professional licensure, and federal debarment checks. This position has primary responsibility for working in a team to conduct approximately 9,000 background checks annually for staff, faculty, UNC independent contractor, and unpaid affiliates covered by the University’s background check policy. This includes maintaining comprehensive background check data in a separate database, regularly checking on the status of the check, verifying that the background check results are complete and disseminating background check results to appropriate campus personnel. This position is responsible for managing and maintaining highly sensitive personal identifying information and ensuring that only appropriate personnel have access to background data. Further, this position is responsible for monthly vendor billing and reconciliation, and compiling related metrics. Incumbent is responsible for providing guidance and ongoing consultation to campus HR Representatives, and others responsible for completing background checks for paid and unpaid individuals in order to promote consistent compliance across campus. Position masters and stays current with changing background check requirements. Incumbent is responsible for accounting for all UNC and outside provider charges and collaborating with Human Resources Information Management to reconcile billing reports and invoice departments. Position includes extensive customer service to internal customers and external vendors.Minimum Education and Experience Requirements:
Bachelor’s degree; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.Essential Skills, Knowledge and Abilities:
Candidate must have demonstrated high volume data entry and administrative experience.
Experience maintaining the confidentiality of highly sensitive information.
Experience and knowledge using Microsoft Office including Word, Excel, Access, PowerPoint, and Outlook.
Experience using information systems and general office equipment.
Demonstrated ability to manage multiple priorities with concurrent deadlines.
Must have strong work ethic, attention to detail and accuracy as well as the ability to prioritize and organize work.
Ability to interact and communicate effectively with individuals at all levels of the organization, ensuring confidentiality at all times.
Candidate must be detailed, organized and accurate.
Must be able to securely manage and retain records and statistics.
Position requires considerable judgment to determine what information is relevant and what follow-up is required when background check results are unclear.
Candidate must be able to continuously multi-task in a busy environment to ensure that all reporting deadlines are met.
Candidate must have excellent customer service skills and will serve as liaison between the unit and all hiring departments and business partners to ensure all background checks are returned in a timely manner.
Ability to reconcile vendor invoices and billing charges.Preferred Qualifications:
Demonstrated collaboration and teamwork experience.
Prior human resource experience and/or experience conducting background checks.
Prior experience in a large, complex higher education or public sector setting.
Prior experience using PeopleSoft and/or PeopleAdmin.
