The University of Tennessee System invites applications for a Buyer with Procurement Services.  The salary for this position is non-negotiable at $55,000. 

Procurement Services assists departments and units throughout the University of Tennessee System with the purchase of goods and services. This position performs complex, sensitive and time-critical procurement functions with the goal of providing value and cost savings to the university. The Buyer procures all goods and services for the entire UT System while maintaining compliance with all applicable university polices, state laws, and federal regulations.  This position reviews and drafts contracts, bid solicitation documents (RFPs, RFQs, and RFQ-S) and monitors purchase orders for supplier compliance with pricing. Negotiates with suppliers on terms and conditions and pricing.

Duties and responsibilities include, but are not limited to, the following:

    Works with departments to identify needs and draft specifications for purchasing transactionsManages the solicitation process (RFI, RFQ, RFP, RFQ-S) and issues the resulting purchase orders and contractsEnforces supplier's compliance with university requirements for licenses and insurance certificatesManages all renewable agreementsAnalyzes spend dataReviews and analyzes existing agreements to consolidate spend and expand the university's purchasing powerReviews, edits, drafts, and negotiates contractsNegotiates with suppliers on all solicitations to obtain more favorable pricing and terms for the universityNegotiates more favorable pricing for renewable purchasing agreementsAudits invoices and other payments to ensure pricing compliance with university contractsWorks with suppliers to create a strategic partnership Reviews existing agreements to consolidate spend to expand the university's purchasing powerSeeks remedies from suppliers when the university has been overchargedAdvises departments on procurement strategies; answers questions; clarifies university policies as it relates to procurementAssists departments with the requisition and contract software systemsAssists suppliers with registration in the bidding system

A bachelor's degree is required.

Candidates must provide 3 professional references and provide a cover letter addressing their qualifications and interest in this position.


    Two years of experience in procurement, contracts, or a related field.One year of experience in procurement, contracts, or a related field with a government agency. Procurement-related certifications, such as certifications from NIGP, NAEP, or related organizations.
