Position Summary:

The Office of the Ombudsman is an alternate channel for confidential, neutral and informal dispute resolution services for the UCI campus and medical center. The Office of the Ombudsman provides a safe and comfortable environment to discuss complaints, concerns or problems confidentially. When appropriate, the office will initiate an informal intervention with the goal of facilitating a resolution that is acceptable to all parties involved. The ombudsman acts as an independent, impartial resource.

The University Ombudsman is a designated impartial dispute resolution practitioner whose major function is to direct all aspects of the University Ombudsman Office and provide independent, neutral, confidential and informal assistance to constituents of the UCI community including faculty, staff and students. Manages and directs the Ombudsman Office in providing confidential, independent, informal and impartial conflict resolution services to the campus community. Establishes office operational objectives and work plans, and delegates assignments to subordinates. Implements strategic policies when selecting methods, techniques, and evaluation criteria for obtaining results. Manages the most difficult, complex or politically sensitive cases. Establishes objectives and work plans, and delegates assignments to subordinate managers. Responsible for managing, preparing, administering, and directing resources. Reviews and approves recommendations for functional programs. Involved in developing, modifying and executing policies that affect immediate operation(s) and may also have campuswide effect. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.

Bachelor's degree in related area and / or equivalent experience / training.

Ability to understand the gravity and impact that various issues may have on a public institution, internally and externally

Management skills including personnel and budget administration.

Ability to analyze legal documents and conduct policy analysis. Knowledge of campus policy and procedure manuals and other resource materials, the principles underlying them and the ability to interpret them.

Comprehensive knowledge and understanding of the campus, its resources, infrastructure, organization, goals, vision and mission. Knowledge of various areas of higher education, including graduate and undergraduate education, student affairs, judicial policies and procedures, academic policies, human resources, academic freedom, and external relations and development.

Skill to identify systemic issues and recommend change; skill to work collaboratively to build and sustain highly effective and positive relationships at all organizational levels in order to promote systemic change.

Expert interpersonal communication skills, including effective listening skills, discernment, empathy and sensitivity; expert critical thinking, analytical and problem-solving skills.

Skill to ensure adherence to strict standards of practice and ethical conduct.

Expert presentation skills and skills in developing and delivering effective training programs and presentations.

Expert knowledge of applicable laws, rules, regulations and / or policies and procedures, research methods, techniques, and / or sources of information.

Expert knowledge of conflict resolution and mediation techniques, methods and principles, and expert skill in developing effective options for conflict resolution. Knowledge of professional organizational Ombudsman standards, codes of ethics, procedures and principles and techniques for informal inquiries.

Strong leadership, management and collaboration skills. Knowledge of management principles, concepts and best practices, including skill in establishing, setting and implementing the vision, program direction, goals and objective for the Office of the Ombudsman.


Advanced degree in conflict or dispute resolution preferred.

International Ombudsman Association certification

Special Conditions Required:

Position works at both the campus in Irvine and the medical center in Orange, and other University controlled space. Must be able to travel with own transportation between locations
