Description
The Facilities Services Department at the University of Colorado Colorado Springs (UCCS) seeks a highly motivated individual for the position of Executive Director of Facilities Management and Operations. Reporting to the Associate Vice Chancellor for Campus Planning and Facilities Management, the Executive Director of Facilities Management and Operations manages and coordinates the day-to-day operations of 69 campus buildings, 32 general fund and 37 auxiliary structures, totaling 3.4 million gross square feet across ± 440 acres.  Assesses current department operating processes and systems and implements mission critical processes and system improvements or changes in order to meet campus growth demands.  Monitors operational processes and systems performance and effectiveness to ensure outcomes are realized yearly. The Executive Director of Facilities Management and Operations creates and effectively implements the annual budget for the managed areas. The position is the Appointing Authority and recruits, supervises, evaluates, and manages a diverse Facilities Services workforce for the managed areas. The Executive Director of Facilities Management and Operations is an integral part of the campus community and the Facilities Services team.  Managing multiple priorities, the Executive Director must work cooperatively and effectively with a diverse campus community including Auxiliary Departments, campus offices and departments, deans, and faculty. The Executive Director of Facilities Services coordinates directly with the Associate Vice Chancellor for Campus Planning and Facilities Management in department management, maintenance planning and project development.

Job Duties:

The position has direct supervision of professional staff in five key areas of the Physical Plant, which include both general fund and auxiliary funded enterprises. Physical Plant Operations include Outdoor Services, Custodial Services, Facilities Services, Materials Acquisitions, Distribution, and Utilities. Subordinate supervisors in turn oversee Maintenance Services, Electrical Services, Mail, Delivery Services, and building Maintenance Operations for general and auxiliary funded facilities.  Stewardship

Responsible for the stewardship of 69 campus buildings, 32 general fund and 37 auxiliary structures, totaling 3.4 million gross square feet across ± 440 acres.Stewardships of auxiliary and general fund assets entails routine, preventive, and emergency maintenance, addressing deferred maintenance backlogs, the sustainability of operations, and annual requests to the state of Colorado for controlled maintenance funding.Building types include a mix of residence halls, recreation centers, parking garages, classroom buildings, warehouses, performance space, athletics, food service, administrative buildings, classroom buildings, research facilities, and one library. Communication 

Fostering a culture that values frequent, clear, and transparent communication amongst numerous stakeholders, is of critical importance to the continued success of the Facilities Management department. Creating new, and/or refining existing processes for communication with campus stakeholders will be of critical importance. A responsive work order system, the continued fostering of mutually beneficial relationships with auxiliary’s leadership and campus deans, and performance-based decisions that rely on data gathering. Diplomacy, customer service skills, and the ability to collaborate with peer leaders to optimize the outcomes of building investments.Leadership

Promotes the financial and operational advantages of preventive maintenance, sustainable campus operations, life cycle costs, and the importance of addressing the university’s deferred maintenance backlog. Advocates for the allocation of limited university resources for projects that sustain a safe and highly functional working/living environment on campus.Collaborates with the Assistant Director of Business Services, Director of Sustainability, and Executive Director of Planning, Design and Construction in the development of the University's annual controlled maintenance request, prioritization of controlled maintenance projects, and associated funding for auxiliary facilities. Works closely with the Assistant Director of Business Services in the development of the Facilities Management annual operating budget, and the Division Financial Director for auxiliary facilities operating budgets.Strategic planning

Responsible for the daily operation of general fund and auxiliary funded campus buildings and infrastructure. Evaluates the total cost of ownership and long-term impact on students, faculty, staff, and the environment in all decision making. Oversees the recruitment, supervision, professional development, and performance of custodial, grounds, and trades staff.Develops and clearly communicates productivity goals for team members.Identifies paths to success with metrics to gauge team and individual progress toward goal achievement.Manages the performance of outside contractors and consultants through careful hiring and evaluation of productivity.Job Competencies:

Must possess and maintain a valid State of Colorado driver’s license. Must be willing and able to respond to UCCS emergencies, including snow removal, within 30 minutes.Knowledge of or ability to learn University of Colorado and UCCS policies, rules and regulations. Demonstrated ability to lead, recruit, manage, and support a diverse workforce. Demonstrated ability to develop collaborative relationships.Ability to work independently and produce completed staff work.Ability to manage multiple issues with multiple priorities.  Understands facilities systems and lifecycle performance.  Understands preventative maintenance principles and practices. Understands methods of utilizing maintenance work order tracking systems to maximize efficient and effective planning and execution of facilities maintenance work. Experience with implementing high performance building standards and green building requirements.  Experience with developing a customer centered, team environment.Excellent written and oral communication skills.Excellent leadership skills as demonstrated by an ability to effectively collaborate with others in a shared governance environment.  Demonstrated commitment to and ability to work within a collaborative, multi-cultural University environment.Demonstrated ability to identify, monitor, and gain compliance with federal law, state law and policy, and university policy.  Able to use various technologies to plan work, communicate efficiently, gather data, create spreadsheets, create project documents and present information.This position has been determined to be exempt from the overtime provisions of the Fair Labor Standards Act (FLSA).

Salary Range: Generally starting at: $76,778 - $109,683

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.

Tentative Search Timeline:

Qualifications
Minimum Qualifications:

Bachelor's degree in business management, facilities management, construction management, engineering, or related field.10 years’ experience in facilities management with 5 years’ experience in a supervisory capacity.3 years of experience managing and evolving a Computerized Maintenance Management System (SchoolDude, FAMIS, WebTMA).Certified Educational Facilities Professional (CEFP), Facilities Management Professional (FMP), or equivalent.Preferred Qualifications:

Master’s degree in business management, engineering, or a related field, or the ability to obtain within one year of hire.10 years’ experience managing a large department in a higher education setting.5+ years’ experience managing and evolving a CMMS system.5+ years’ experience managing state of Colorado classified employees.Physical Requirements:

While performing the duties of this job, the employee is frequently required to sit. Employee is occasionally required to move. Tasks may involve using a computer screen continuously for long periods of time. The employee must occasionally lift and/or move up to 20 pounds; will need to climb, balance, stoop, kneel, crouch, reach, handle, have near and far acuity, and field of vision. Working conditions: this position will have exposure to extreme cold, heat, and atmospheric conditions. May have potential exposure to electrical shock and or toxic or caustic chemicals. This position will be required to report to campus during inclement weather and will be responsible for showing up with snow crews in the morning to help the VCAF make decisions on delayed openings.
