The University of Maryland, Baltimore (UMB), Center for Vaccine Development and Global Health (CVD) brings together more than four decades of innovative and life-saving research on vaccines and infectious diseases.  http://www.medschool.umaryland.edu/cvd/ As an organized research center within the University of Maryland School of Medicine (UMSOM), CVD comprises a multi-disciplinary team of faculty and staff whose primary mission is to develop, evaluate, and implement vaccines and other interventions to reduce illness and mortality domestically and in less developed countries.   We work to prevent and treat enteric and respiratory diseases, to reduce the threat of malaria and antimicrobial resistance, and to identify, understand and combat other tropic and emerging pathogens burdening low resource settings. Training is a critical component of our work to ensure the foundation for the next generation of scientists and researchers committed to our mission.
The CVD is seeking a Director of Finance to join our team.

Primary Duties:

  • Provide strategic direction and leadership for the control of a department financial operations through the development, enhancement, and guidance of its various functions and staff members. Responsible for budget, accounting, financial analysis, and financial transaction management. Review, analyze and interpret all financial and budgetary reports to ensure timely and effective decision making by senior management. Collaborate with senior department management and other directors within the business unit and throughout the campus in order to ensure the delivery of high quality service.
  • Oversee management of complex funding and service agreements. Review, analyze and interpret all financial and budgetary reports to ensure timely and effective decision making by senior department management.
  • Provide general direction and leadership for all aspects of the financial functions within a department in order to maintain their efficient operation.
  • Direct the income of the department and its programs, including coordinating payments from different budget sources, as well as managing the purchasing of supplies and other expenses. Oversee financial accounting and GAAP/GASB reporting to include managing the department’s external financial reporting process; manage the periodic internal financial reporting process of the department.
  • Maintain financial management systems and internal controls required to ensure that the department commitment, operating, and cash management accounts are safeguarded and that accounts are appropriately maintained in order to ensure accurate financial data.
  • Establish and maintain policies and procedures with regard to internal accounting controls and department budget, accounting, and disbursements practices. Ensure that controls and practices are effectively communicated to the department staff.
  • Direct payroll and fringe benefits systems.
  • Oversee the recruitment, performance, and training of team members and continually reviews strengths and weaknesses of staff to maintain a well-trained, and highly involved team.
  • Develop, direct, and implement critical financial path activities and projects to ensure efficient and effective processes and practices. Define and deliver key performance indicators (KPIs) and dashboards to track operational performance.
  • Partner with management on a regular basis in setting strategic goals/objectives and budgets, and/or in fostering improvements in policies/procedures for the department.
  • Establish and maintain policies and procedures with regard to internal accounting controls and department budget, accounting, and disbursements practices. Ensure that controls and practices are effectively communicated to the department community .Prepare operating and project budget drafts and monitors departmental budgets and reports any significant deviations from approved budgets.
  • Monitor and oversee all department asset and liability accounts; ensure proper accounting methodology, techniques, and policies are adopted in department operations.
  • Improve business with constraint analysis, target costing, capital budgeting, and cost of quality of analysis.
  • Perform other duties as assigned.


Qualifications
Education: Bachelor's degree in Finance, Accounting, Business Administration, or business related field. Master's degree preferred.
Experience: Seven (7) years spent progressively building a background in financial and business operations.
Supervisory Experience: Five (5) year of direct management involved in recruitment, training, and professional development of staff.
Certification/Licensure: Certified Public Accountant (CPA), Certified Management Accountant (CMA), Certified Financial Manager (CFM), or Certified Internal Auditor (CIA) preferred.
Other: Annual financial disclosure required by Maryland State Law. Knowledge, Skills, Abilities:
