Facilities Accountant

Primary Purpose:
Under the direction of the Director of Managed Services, the Facilities Accountant is responsible for managing the Facilities fiscal operations including construction project accounts and department accounts, as well as other assigned university fund accounts. Responsible for data collection, report preparation, auditing, and maintaining accurate financial, construction project, and departmental budgets for the Facilities Department.

Essential Functions:
1. Coordinates with the Director of Managed Services and the Assistant Vice President/Chief Facilities Officer for Facilities on financial reporting; budget projections/actuals including work-in-progress reports, project reconciliation/closing and the university fiscal year-end closing process.

2. Provides financial, budgeting and operating support to the Executive Management team as well as Directors and Facilities Managers as directed.

3. Reviews and substantiates accuracy of financial transactions, tracking Excel workbooks, auditing and reconciling reports and ensuring precision of the accounting system records.

4. Manages financial, budgeting, and operating records including account transactions by compiling, organizing and analyzing budgetary account information on a monthly basis.

5. Assists in the preparation of department operating budgets and construction budgets by gathering information, preparing journal entries, budget transfers, payment applications, recording retention monies, job tracking, PM/CM1 fees (accounts receivable); accounts payable (invoice processing); and compiling required budget reports.

6. Prepares for audits by internal, external and agency auditors, vendors by researching and analyzing and reconciling accounting processes with purchasing systems to ensure compliance of related activities with the university, state, and federal government policies/regulations.

7. Answers accounting procedure questions by researching and interpreting accounting policy and regulations.

8. Develops and maintains standardized electronic recordkeeping systems, budgets and supporting documentation required for all Facilities Budgets.

9. Maintains accounting controls by preparing and recommending policies and procedures and advising management on needed actions. 1 Project Management/Construction Management fees (accounts receivable).

10. Contributes to the overall success of the department and Facilities by recommending financial actions and internal controls to improve accounting processes to ensure the integrity of financial and accounting information; promote accountability and prevent fraud.

11. Remains competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development seminars, and attending training and/or classes.

12. Organizes, facilitates, and/or represents accounting team in meetings, discussions and process improvements as appropriate.

13. Guides accounting clerical staff by coordinating activities and answering questions.

14. Maintains confidence and protects accounting operations by keeping financial information confidential.

Minimum Qualifications:
• Bachelor’s Degree.
• Three (3) years prior experience in business management/accounting.

Preferred Qualifications:
• CPA and/or MBA.
• Prior experience in accounting with large construction projects.
• Demonstrated success in developing and monitoring project plans and budget accountability with minimal supervision.
• Experience effectively navigating competing and shifting priorities, demands and timelines through analytical and problem-solving capabilities.
• Proficient in the Microsoft Office Suite (Word, Excel, Power Point, Outlook).
• Proficient in PDF mark-up software, such as Adobe.
• Two years of college or university accounting or auditing experience.
• Experience working on staff at a university of college.
• Proficient in Microsoft Project.
• Policy development and revision.
• Comfortable working with and presenting to all levels of management in a highly ambiguous and rapidly changing environment while managing the negotiations of competing goals and expectations.
• Comprehensive understanding of higher education operations and the interdependencies with the community and government bodies.
• A high aptitude in accountancy, aptitude for detail, and a good understanding of computers and their functions in accounting are required.
• Proof of competency in creative and flexible problem solving with minimal supervision.
• Proof of competency in the day to day administration of budgets, strategic action plans, purchasing, and general administration of institutional systems.
• Ability to learn and apply University policies and procedures to ensure operational compliance and reliable judgment.
• Team player who is able to work with all members of the project team.
• Have an energetic, positive attitude with the ability to handle change frequently.
• Ability to work under pressure in a fast-paced environment.
• Well organized, detail oriented, with ability to prioritize and multi-task.
• Highly skilled in follow-up and project completion.
• Demonstrated commitment to high quality work and results.

• Mastery of oral, written and visual communication to include the ability to collaborate, negotiate, gain consensus, and influence stakeholders.

Work is primarily performed in a standard office environment with the use of a computer, phone and other office equipment. May require extended periods of sitting and repetitive hand/wrist motion while using computer keyboard and phone. Occasional to frequent standing, walking, walking across campus, project sites, climbing stairs, bending, stooping and reaching. Occasional lifting/carrying up to 25 pounds.

Work Environment/Work Week/Travel:
Work performed during standard business hours. May require evening or weekend hours as business demands. May travel between campuses and to off-campus locations.

Hiring Range: Commensurate with experience, non-exempt
