School of Medicine Community Practice Medicine has an opening for a full-time University Staff (unclassified) Business Services Professional (Procurement Compliance Coordinator) position.

Position Summary: 

The Procurement Compliance Coordinator under the direction of the Purchasing and Procurement Manager and Administration will serve as the approving official for procurement and contract negotiations for clinical operation, implements departmental goals, plans, and standards consistent with the administrative, legal, and ethical requirements/objectives of the organization. This position is also responsible for monitoring financial performance to meet/exceed budgeted targets.

Examples of Work Performed:

Financial:

  • Maintains a working knowledge at all times of all current University, state and federal policies that are relevant to purchasing and procurement.  Follows University, state and federal policies and procedures
  • Monitors & ensures continuous and consistent analyses of expenses to make sure compliance with university procurement rules, regulations and internal procedures are being followed
  • Ensures purchases are related to university business, are allowable on each respective Speedtype
  • Ensures the expense is being allocated to each respective Speedtype and appropriate documentation is provided
  • Monitors and assists in development of the annual budgets
  • Ensures achievement of budget performance and strives to outperform the budgeted margins
  • Reviews justified needs for systems equipment and supply purchases – collaborates with colleagues as to next steps
  • Peripherally monitors clinic usage of stock supplies, medications, equipment
  • Utilizes appropriate benchmarks to assess performance and stimulate change
Operations:

  • Communicates effectively with all stakeholders
  • Effectively handles sensitive and confidential issues with timeliness, discretion and professionalism
  • Assists departments in purchasing goods and services as needed
  • Informs the departments of procedural or process changes
  • Communicates and ensures compliance with CU policies and procedures with stakeholders
  • Provides guidance and is responsible for the creation and development of procurement guidelines as needed
  • Serves as a champion for patient safety
  • Serves as a role model, mentor, and professional colleague for other members of the management team by lending support and sharing opportunities for success
  • Serves as a mentor and preceptor for new staff and as a constant resource to all staff
Training:

  • Provides guidance and is responsible for the creation and development of procurement guidelines as needed
  • Develops, maintains & prepares training manuals
  • Provides necessary training to departments, including updates in processes or protocols
  • Maintains all training documentation
Program Development:

  • Participates in strategic planning for the practice and the division
  • Plans and/or participates in activities in the community as appropriate
Financial Authority:

  • Collaborates with the Department Financial & Division Administrators, Division Chief, office Medical Director for departmental financial management and accounting
  • Collaborates with CU Medicine Procurement Manager, Operations Director, and the Department Financial & Division Administrators for equipment, supplies and contractual agreements and analyses
Other Duties:

  • Complex project management
  • Data collection, evaluation, management and analysis
  • Analyze and select appropriate data and analytics to present to leadership and/or departments/divisions
  • As assigned

Salary and Benefits:

The salary range (or hiring range) for this position has been established at $44,526 to $88,222.  

This position is not eligible for overtime compensation.

Qualifications
Minimum Qualifications:

  • Bachelor’s degree in Business, Finance, Supply Chain, or a directly related field from an accredited institution or greater than five (5) years related experience
  • One (1) to three (3) years of professional level experience with procurement and fiscal responsibilities
  • One (1) year prior experience managing budgets
  • One (1) year prior experience with service/supply/equipment vendors
  • Working knowledge of MS Office:  Excel, Word, Outlook, PowerPoint, Access
Applicants must meet minimum qualifications at the time of hire.

Preferred Qualifications:

  • Working knowledge of ambulatory clinic or physician practice operations
  • Prior experience working with a diverse population of physicians, nursing managers and sales representatives
  • Prior experience purchasing and interpreting procurement policies
  • Prior experience with purchasing contracts
  • Prior experience using web-based information systems
  • Prior experience with Core360, Concur, Marketplace
