Department Summary:

The Office of Sponsored Programs, a division of the HSC Research Office, provides pre-award, post-award, and accounting services for the support of faculty and other investigators while promoting compliance with federal and state agencies, private sponsor agreements, and HSC research policies.

Position Overview:

The Contract Specialist works under the direct supervision of the Contract Manager to support faculty and staff in development, coordination, and administration of standard federal, state, and private contracts for sponsored project activities; serves as institutional business liaison to sponsoring agencies; facilitates compliance related to contracts under the position’s purview; reviews and negotiates terms and conditions of standard contracts with sponsors; drafts and negotiates standard sub-agreements as necessary; provides guidance to department and college support staff and faculty members.

Minimum Qualifications:

Bachelor’s Degree and three (3) years related experience; or equivalent combination of education and experience.

Preferred Qualifications:

Bachelor’s degree (B. A.) from four-year college or university.

Monday to Friday 8:00AM to 5:00PM

Draft and negotiate standard contracts and agreements, including but not limited to Industry Sponsored Project Contracts, Non-Disclosure Agreements (NDAs), Material Transfer Agreements (MTAs), Testing Contracts, Research Contracts, Investigator Initiated Clinical Trial Contracts, Teaming or Collaboration Contracts, Intergovernmental Personnel Act Agreements, Federal Contracts, State Contracts, Sub-awards.


Understand, interpret, and assess contractual language regarding issues such as intellectual property rights, confidentiality, liability, indemnification, publishing rights, insurance, and jurisdiction, and negotiate the best possible terms, in compliance with University policy and state statutes, for HSC and its principal investigators.


Research, review, analyze, and interpret statutory and policy language, as well as federal regulations such as FARs, DFARs, and CFRs, to ensure the application of appropriate terms for educational institutions.


Interact directly with external sponsors, including industry contacts, federal sponsors, state sponsors, and private non-profits for the purpose of negotiations.


Handle each agreement timely, with consistent follow-up and updates to internal customers.


Maintain up to date knowledge of applicable law and federal, state, institutional, and sponsor guidelines, including but not limited to FARS, DFARS, 2 CFR 200, and Uniform Grant Management Standards.


Maintain accurate and complete electronic records and ensures the integrity of data stored in the contract database.
