Title IX Coordinator/Clery Compliance Officer

The Title IX Coordinator and Clery Compliance Officer provides leadership, oversight, and coordination for the College’s compliance with Title IX of the Education Amendments of 1972, the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (“Clery Act”), and other state and federal laws and regulations as assigned. This is a full-time, 12-month, exempt position and reports directly to the Executive Vice President.

RESPONSIBILITIES:
This position is responsible for developing, implementing and monitoring the College’s Title IX compliance strategies, policies and programs, in an effort to reduce and respond to discrimination and harassment and reinforce the College’s commitment to a safe, healthy, and equitable educational and work environment. The position will:

  • Draft and revise policies and procedures related to Title IX that are compliant with applicable laws, regulations, and guidance.
  • Provide accessible methods for students and employees to report alleged sex discrimination, stalking and relationship violence, including confidential and anonymous reporting options.
  • Respond to complaints of alleged sex discrimination, stalking, and relationship violence and arrange interim and supportive measures and remedies, as appropriate.
  • Investigate complaints of alleged sex discrimination, stalking and relationship violence and assist in preparing investigative reports in accordance with College policy and federal and state laws, regulations and guidance.
  • Coordinate disciplinary proceedings regarding complaints of alleged sex discrimination, stalking, and relationship violence.
  • Ensure that supportive and remedial measures are documented, including basis for conclusions that such measures are designed to preserve access to institutional programs and activities.
  • Communicate with local law enforcement as appropriate regarding reports of alleged sex discrimination, stalking and relationship violence, and coordinate with local victim advocacy organizations and service providers.
  • Maintain records of all complaints of alleged sex discrimination, stalking, and relationship violence, including records of any response, resolution determination, investigation and appeals files and results.
  • Develop, implement, and coordinate campus-based strategic awareness and programming efforts aimed at the prevention of sexual misconduct, sex discrimination, stalking, and relationship violence.
  • Identify, assess and address any patterns that arise during a review of reports of alleged sex discrimination, stalking, and relationship violence.
  • Develop and conduct campus climate surveys compliant with Title IX.
  • Select, train and oversee the deputy Title IX coordinators and all personnel involved in work related to Title IX compliance, including investigators and hearing and appeal officers, and maintain records of all materials used to train investigators, adjudicators, and Title IX coordinators.
  • Compile and submit mandatory reports pertaining to Title IX and related laws and regulations.
  • Chair the Sexual Assault Prevention Committee.

This position is responsible for developing, implementing and monitoring the College’s compliance with the Clery Act and related statues and regulations. The position will:

  • Prepare and distribute the Annual Security and Fire Safety Report to all current and prospective students and employees, and coordinate all related activity in support of the publication of the annual security report, including the disclosure of campus safety policies, compilation and reporting of campus crime statistics, Timely Warning requirements, and disclosure of crime log information.
  • In coordination with Campus Police and Safety, submit annual crime statistics to the Department of Education.
  • Develop and implement policies, programs, and activities to ensure ongoing compliance with the Clery Act.
  • Collect, analyze, classify and document crime and disciplinary data from various internal and external sources consistent with Clery Act requirements.
  • Identify Campus Security Authorities and inform them of their reporting obligations.
  • Collaborate with campus departments to ensure regular tests of the College’s emergency response procedures that include all required components.
  • Coordinate with Facilities to identify the College’s Clery geography and maintain an accurate list of buildings and properties owned and/or controlled by the College.
  • Develop and implement procedures, data and record-keeping systems to support Clery Act compliance. Serve as the records custodian for all Clery Act-associated records.
  • Advise campus officials regarding Timely Warning requirements and Emergency Notification requirements of the Clery Act.
  • Chair and facilitate the Clery Compliance Committee.

This position will serve as the primary campus resource on compliance with Title IX, the Clery Act and related statutes and regulations. This position will:

  • Stay informed of national trends, best practices, guidance, laws, and regulations related to Title IX and Clery Act and related laws and regulations.
  • In coordination with Human Resources, Student Life, and Academic Affairs, develop and assist with education and training programs for students, faculty, and staff related to Title IX, the Clery Act, and other relevant laws and regulations, and confirm retention of records of trainings presented and attendance.
  • Provide information to the Office of Marketing and Communications to keep information on the College's website related to Title IX and Clery Act current and relevant.

QUALIFICATIONS:
Required:

  • Master's degree, law degree, or other advanced degree
  • Professional experience in law or higher education
  • Knowledge of and formal training in Title IX, Clery Act, the Violence Against Women Reauthorization Act, the Family Educational Rights and Privacy Act, and other applicable state and federal laws and regulations
  • Ability to manage complex and sensitive situations objectively and confidentially
  • Ability to respond quickly and appropriately to crisis situations and ability to work with time-sensitive matters and meet strict deadlines
  • Demonstrated commitment to access, equity, diversity and inclusion, and ability to work with a wide range of constituencies with diplomacy and tact
  • Exceptional communication (oral and written) and interpersonal skills
  • Strong presentation and facilitation skills
  • Ability to use MS Office Suite to compose correspondence, create spreadsheets, and prepare presentations (Word, Excel, PowerPoint). Ability to set up and use database and records management software programs to organize data and run reports
  • Willingness to work early mornings, evenings, or weekend hours as required and to participate in conferences, workshops, and trainings to stay current in field
  • Must be currently authorized to work in the United States at the time of employment

Preferred:

  • Experience conducting investigations alleging discrimination
  • Experience with or knowledge of trauma-informed investigation practices 
  • Experience with Maxient (or equivalent student conduct software)
