Job Details

The Director, Financial Aid will lead a progressive and dynamic financial aid office within the division of Student Services in order to support and advance institutional efforts to increase student access and success. The Director of Financial Aid is responsible for all administrative and supervisory functions needed to plan, develop, and support comprehensive program services for Financial Aid. Under the leadership of the Executive Director of Admissions and Financial Aid, the Director of Financial Aid will collaborate with the Director-Gloucester Campus and with all administrative and academic areas of Rowan College of South Jersey. The Director of Financial Aid will be responsible for communicating the Department of Education's rules and regulations as they pertain to Federal Student Aid, as well as the State of New Jersey Student Assistance rules and regulations, in order to gain a comprehensive approach to institutional compliance with such regulations. 

Examples of Duties:

  1. Provides leadership and direction in the maintenance and implementation of computerized systems to (a) deliver financial aid efficiently, (b) monitor expenditures accurately, (c) ensure compliance with current rules and regulations, (d) utilize relevant Customer Relationship Management (CRM) to drive communication with new and returning students and (e) provide statistical information as needed by the campus administration as well as external constituencies.
  2. Assists in developing and implementing goals, objectives, policies, and priorities for the financial aid function and processes and facilitates communications about departmental activities events, deadlines, and timelines.
  3. Assists in assuring the College's compliance with federal, state, and institutional regulations for financial aid programs and develops and updates a comprehensive policies and procedures manual in accordance with federal regulations and departmental and college policy.
  4. Assists in preparing a departmental budget for the Financial Aid Office and operates within budgetary limits.
  5. Assists in the development of long-range needs for financial aid funds, procurement and distribution. Submits applications to appropriate agencies to secure funds.
  6. Ensures all federal and state financial aid funds are optimized in the best interest of the student aid population and ensure that financial aid packaging strategies complement the enrollment goals of the campus.
  7. Selects, trains, motivates, and reviews the performance of staff assigned to the financial aid department.  Improves deficiencies and implements discipline procedures as required. 
  8. Collaborates and consults with the Gloucester campus to ensure high quality in both student service and financial aid fund delivery and alignment of procedures.
  9. Maintains membership in, and participates annually, in state and national level Financial Aid Associations conferences, meetings, workshops.
  10. Participates in a variety of institutional committee activities and develops an effective network of communications in support of department objectives.
  11. Administers a full range of financial aid programs including, but not limited to loans, grants, and student aid programs, and is a point of contact for federal and state reporting and compliance to minimize financial liability.
  12. Responsible for directing, guiding, and processing student applications, determining eligibility for awards, and notifying students of successful granting of awards.
  13. Advises and counsels prospective students relative to financial aid possibilities.
  14. Assists in developing and implementing effective recruitment practices designed through interfacing with financial aid advisements/administration and leads the development of an effective program and services for the recruitment, admission, retention and monitoring of economically/educationally disadvantaged students.
  15. Oversees Title IV refunds and repayments, including U.S. Department of Education and National Student Loan Data Systems notifications.
  16. Assists in completing federal, state, and institutional reports including applications for federal funding and reports the expenditures of funds allocated, such as the FISAP.
  17. Assists in coordinate internal reconciliation efforts and report to reviewing entities, such as auditors, program reviewers, and accreditation teams.
  18. Oversees review of standards of academic progress and the appeals process.
  19. Performs other duties, as assigned.

Qualifications:

  • Master’s Degree in higher education administration, student personnel services, or a related field.
  • Five years of directly applicable financial aid experience, with at least 2 years of direct leadership and supervisory experience 
  • Experience with the Student module of Ellucian Colleague, including the functionality of Financial Aid and Accounts Receivable. 
  • Possess a solid overview of the technical systems, including data exchanges, required by the Department of Education, Federal Student Aid division in order for the institution to deliver Title IV aid. These systems include, but are not limited to, the Student Aid Internet Gateway (SAIG), the Common Origination and Disbursement System (COD), the National Student Loan Data System (NSLDS), the e-Campus Based site, the G5 system, and the federal IPEDS reporting system
  • Available to work a flexible schedule, may include some nights and weekends
  • Possess the ability to work well and communicate effectively with prospective and current students, staff, faculty, administration, and colleagues and community partners in large and small settings. 
  • Demonstrated cultural competency, sensitivity to and understanding of the diverse academic, socioeconomic and ethnic backgrounds of community college students, faculty, and staff and a commitment to a student-centered environment.
