General Description
Under the direction of the Dean of Student Services, the Director of the Access & Ability Center is responsible for the management, leadership, and coordination of district wide services to provide quality educational support opportunities for students with disabilities; assure proper district wide implementation, monitoring, and maintenance of assigned programs and services.

The Director provides vision and leadership to the district's community by building networks that ensure understanding, support, and responsiveness to the development of effective policies and protocols pertaining to students with disabilities. Additionally, the director will provides support services and reasonable accommodations to students, provide training to district employees, as well as supervise and evaluate certificated and classified staff while providing direct oversight to a complex budget.

    Job Duties

  • Plan, develop, direct, and evaluate district services, including instructional support services, instructional programs and physical facilities to meet the education and accessibility needs of disabled students.
  • Develop program policies and procedures.
  • Identify and recruit eligible disabled students who need specialized assistance or instructional support.
  • Develop and maintain liaison with local high schools and with area agencies, which provide services to the disabled.
  • Develop appropriate inreach and outreach recruiting strategies for students who may benefit from program resources.
  • Provide in-service training for faculty and staff to promote an awareness of the needs of disabled students.
  • Identify architectural barriers and submit accessibility suggestions.
  • Prepare and administer the Access & Ability Center budget plan and final expenditure reports.
  • Ensure students are provided academic, vocational, and personal counseling to disabled students.
  • Administer strategic retention strategies for Access and Ability students to remain in their courses with appropriate support.
  • Oversee hiring of student employees for program components.
  • Coordinate and chair advisory committee meetings for the Access & Ability Center; provide advocacy and coordination for the college's reasonable accommodations process.
  • Respond to public inquiries regarding the Access & Ability Center.
  • Maintaining knowledge of the legal responsibilities regarding students with disabilities participation in the educational process.
  • Ensure high quality student data is accessible for MIS reporting.
  • Plan, organize, and conduct workshops, seminars, and training meetings relating to instructional services for students with disabilities.
  • Perform other duties as assigned.


  • Qualifications

    Education and Experience

    [Title 5: §53414 and §56048]

    The candidate must meet the following criteria. Required Education from a U.S. Department of Education recognized accredited organization and licensure qualifications. In accordance with Ed Code Title V for DSP&S, the following requirements are required:
  • Master's degree in rehabilitation counseling, OR
  • Master's degree in counseling, guidance counseling, student personnel, clinical or counseling psychology, education counseling, social work, career development, marriage and family therapy, marriage, family and child counseling, or a Bachelor's degree in marriage and family therapy or in marriage, family and child counseling and possession of a license as a Marriage and Family Therapist (MFT); and either fifteen or more semester units in upper division or graduate level course work specifically related to people with disabilities, or completion of six semester units, or the equivalent of a graduate-level counseling practicum or counseling field work courses, in a postsecondary Disabled Students Programs and Services (DSPS) Program or in a program dealing predominantly or exclusively with people with disabilities, or two years of fulltime experience, or the equivalent, in one or more of the following;

  • A. Counseling for students with disabilities; or

    B. Counseling in industry, government, public agencies, military or private social welfare organizations in which the responsibilities of the position were predominantly or exclusively for persons with disabilities, or the equivalent. OR

  • Master's degree in other closely related fields and two years full-time experience or the equivalent within the last four (4) years in one or more of the following fields:
  • Instruction or counseling or both in a higher education program for students with disabilities;
  • Administration of a program for students with disabilities in an institution of higher education;
  • Teaching, counseling, or administration in secondary education, working predominately or exclusively in pro- grams for students with disabilities; or
  • Administrative or supervisory experience in industry, government, public agencies, the military, or private social welfare organizations, in which the responsibilities of the position were predominately or exclusively related to persons with disabilities.

  • AND
  • Demonstrated sensitivity to, and understanding of, the diverse academic, social, economic, cultural, disability, and ethnic backgrounds of community college students. AND
  • Experience providing accommodations to students with a wide range of disabilities in post-secondary, degree-granting institutions. AND
  • Working knowledge of Title 5, Section 504, the ADAAA and other disability-related mandates. AND
  • Experience providing specialized, disability-related academic counseling.

  • Desirable Qualification
  • Have direct or related experience in managing and supporting staff teams serving students in higher education or similar settings.
  • Experience in diversity, equity and inclusive pedagogy with an application to student services.
  • Licenses and Other Requirements
  • Valid California driver's license.
  • An incumbent must be insurable at the “standard rate” by the employer's insurance carrier at all times while employed in this classification by the College of the Sequoias.

    College of the Sequoias is a two-year California community college offering educational and enrichment programs for the residents of its district in Tulare and Kings counties. The college was established in 1925 and moved to its current 62-acre main campus site in Visalia in 1940.

    In addition to the campus in Visalia, COS operates a full-service center in Hanford that is also home to the college's police and fire academies.

    COS also opened its Tulare College Center in January 2013. It is a full-service college center and the home of COS' agriculture program
