Departmental Overview

The Undergraduate Studies Division is currently one of the six divisions (including L&S Core) in the College of Letters and Science. The primary charge of the division is the academic well-being of the more than 23,000 undergraduates in the College, 73% of Berkeley's undergraduates. Undergraduate Studies is organized into three primary areas that serve undergraduates in the College of Letters and Science, and across campus: Academic Engagement, Undergraduate and Interdisciplinary Studies (UGIS) Teaching Programs, and Undergraduate Advising.

Academic Engagement: the division serves as an incubator for new ideas, including co-curricular programs and initiatives designed to promote the ideals of a liberal arts education. We are especially committed to creating and overseeing programs that nurture productive intellectual relationships among faculty members and students. Our Academic Engagement programs serve students at every stage of their undergraduate careers, from the initial years of intellectual exploration, through the process of finding and pursuing an in-depth academic focus.

Teaching Programs: the division is a center for innovation in undergraduate education that extends beyond traditional departmental boundaries. The major and minor programs in UGIS attract undergraduates who wish to explore intellectually engaging and promising interdisciplinary areas of study. College Writing Program serves students who must satisfy the Entry Level Writing Exam and composition requirements, as well as intermediate writers wishing to enhance their writing skills. Military Affairs is home to three departments: Naval Science, Aerospace Studies, and Military Science.

Undergraduate Advising: The Office of Undergraduate Advising (OUA) is committed to providing the more than 23,000 undergraduate students in the College with the support and guidance necessary to succeed in the pursuit of a liberal arts education. The staff include both professional and peer advisors, as well as faculty who work as associate and assistant deans.


FINANCIAL PLANNING & ANALYSIS Conducts both high-level and detailed financial analysis that allows the DFL/CAO to anticipate the needs of all Divisional programs, by assessing the adequacy of the full range of resources, identifying problem areas and proposing sound resolution strategies. Develops, prepares and designs ad hoc and trend analysis financial reports for internal and external constituents, determining data needs, appropriate information sources and data elements. Advises all unit heads in the division on budget issues, with the goal of helping them make more informed and deliberate financial decisions. Builds the annual non-compensation, revenue, and operating transfer portions of the Forecast and Operating Budget in CalPlanning. Develops tools and techniques to translate program and unit plans into high-level divisional budget. Performs quarterly variance analysis at L3 level and updates the divisional forecast on a quarterly basis. Working closely with the DFL/CAO, performs annual reserves analysis, classifying year-end balances for hundreds of chartstring combinations for campus reporting purposes. Supports the CAO/DFL in the development of other deliverables for the annual budget process and in meeting campus reporting requirements. Provides analytical data to the DFL/CAO in support of decision-making related to the permanent budget. Maintains up-to-date records of all permanent budget transactions. Is directly responsible for all permanent budget journal entries, including in-year corrections and resource reallocations.

FINANCIAL OPERATIONS & SUPPORT Manages the day-to-day financial operations of the Division and its 27 program budgets and 80 gifts, endowments, and contract and grant funds. Leads financial team in monitoring division, program, and unit expenditures, ensuring adherence to budget and appropriate uses of restricted funds. Ensures that there is no interruption in the flow of invoicing, payment, and reconciliation procedures in the Division's Business Office. Provides expert-level support to program/unit leaders in performing unit-level finance work, (including COA maintenance and fiscal close processes), offering guidance as needed on necessary corrective actions. Serves as a division-wide resource for financial planning and reporting systems including CalPlanning and CalAnswers. Manages divisional commitments, ensuring timely receipt of transfers from central campus and other divisions. Working with a team of junior analysts and other support staff, directs the distribution of all allocations to all units and programs within the Division. Responsible for implementing key controls and SAS-115 compliance across entire Division. Ensures timely submission of quarterly divisional key control financial reports to the campus, as well as assisting the DFL/CAO in responding to any impromptu inquiries from the Central Budget Office. Makes and implements recommendations on maintaining and strengthening internal controls to best protect University resources. Reviews and approves advanced financial transactions.

FINANCIAL STAFF MANAGEMENT Directly supervises the Financial Analyst 3 (1.0 FTE), Financial Services Analyst 2 (1.0 FTE), and Fiscal Assistant (1.0 FTE) positions. Provides immediate supervision and guidance, assigning tasks, managing workloads, and ensuring financial transactions and analytical assignments are completed in a timely manner using established guidelines, procedures, and standards. Manages recruitment efforts. Uses advanced administrative concepts and organizational objectives to manage the unit within the Division's Business Office that supports financial transactions and analysis. Plans, oversees, and coordinates the administrative operations of the unit. Designs workflows, establishes, assesses, and strengthens appropriate internal controls to protect University resources. Ensures adherence to campus policy and procedures. Supervises activities associated with creating and maintaining reports on operational budgets, budget processes, and financial planning, as well as the development of policy or action recommendations in the areas of budget, finance, and reporting. Responsible for annual performance evaluation and for documentation of check-in meetings in compliance with timeline set by the Achieve Together program. Makes merit recommendations based on performance. Coordinates training of new staff in the supervised positions, including making recommendations for classes to be taken and hands-on training on divisional policies and procedures. Develops job descriptions, and initiates all personnel and recruitment activities within the finance team of the division.

Required Qualifications
  • Has advanced knowledge of finance policies, practices, and systems.
  • Is able to identify, collect, analyze, and report on information from multiple sources.
  • Possesses advanced ability to effectively present complex finance related information both verbally and in writing in a clear and concise manner.
  • Must be expert in use of Microsoft Excel and common desktop/web applications.
  • Able to work independently, prioritize workloads, and multi-task while overseeing and managing the work of others. Able to balance competing and conflicting priorities and demands.
  • Possesses excellent verbal and written communication skills.
  • Demonstrates strong business ethics and sound judgment; superior communication, organizational and interpersonal skills; political acumen and ability to maintain confidentiality.
  • Bachelor's degree in related area and / or equivalent experience / training.

Preferred Qualifications
  • Demonstrate advanced proficiency with campus enterprise systems including CalPlanning and Cal Answers and/or equivalent systems with the ability to generate ad hoc reports.
  • Familiarity with UC policies and procedures in Budget and Finance and/or equivalent experience/training.
  • Advanced knowledge and understanding of internal control practices and their impact on protecting University resources.
  • Advanced degree in related area and / or equivalent experience / training.
