The University of San Diego is conducting a national search for the position of Director of the Student Health Center. This is an exciting opportunity for a collaborative, innovative, and service-oriented clinician with excellent clinical, leadership, and management skills to ensure the delivery of high-quality, inclusive primary care services to a diverse student body of approximately 9,000 students within a contemporary Catholic institution. The Director will provide direct healthcare services, while providing confident clinical leadership to a well-established, highly regarded, and strongly supported campus health program. With a student-centered approach informing all programs and services, the new Director will engage staff in seeking opportunities for innovation in programs and services while ensuring outstanding quality in all aspects of care and operations.

The Director of Health Services must have strong clinical and administrative acumen, compassion, and interpersonal skills with the ability to develop a broad institutional perspective and work effectively as both a team leader and team member who can inspire confidence and trust. Successful candidates will have a knowledge of best practice standards in primary health care, as well as knowledge of public health and wellness related issues affecting college students. Equally significant is a commitment to supporting the health and well-being of the University's diverse community of learners and scholars.

About the Student Health Center

The staff of the Student Health Center (SHC) are a multi-disciplinary team committed to providing quality, accessible and convenient outpatient medical care for urgent illnesses, minor injuries, preventive care and chronic medical problems. The SHC is accredited by the Accreditation Association for Ambulatory Health Care (AAAHC) and provides primary outpatient medical and nursing care, and specialty services, including travel medicine, immunizations, allergy management, and ancillary services. An on-site pharmacy provides immediate dispensing of many commonly prescribed and over-the-counter medication.

In accordance with the mission, goals, and objectives of the University, the Division of Student Affairs, and the Wellness area, the goals of the Student Health Center are to:

• Provide high-quality, accessible, and timely primary care: provide an innovative practice model to meet student's health needs; continue to improve efficiency in providing services; increase the understanding of services provided to students.
• Educate our students about healthy choices: encourage student engagement in adopting healthy lifestyles; recognize student achievements in healthy choices.
• Support the academic mission of the University of San Diego through teaching, mentoring, research and leadership: provide learning opportunities for students; improve learning outcomes; provide a welcoming environment.
• Implement and evaluate the University's strategic diversity plan.

Position Summary

The Director of the Student Health Center, as a licensed healthcare professional, is responsible for overseeing and administering the delivery of high-quality services to USD students. Reporting to the Assistant Vice President for Wellness, the Director determines departmental budget needs and oversee physical resources; collaborates with other Wellness areas to develop and implement campus outreach initiatives and programs; serves as the University's external health services liaison to the San Diego community; participates on University committees and task forces; provides campus leadership on issues related to students' health needs; and provides patient care to USD students.

The Director is responsible for administering and assuring compliance with legal, regulatory and licensing requirements, including but not limited to DEA, AAAHC accreditation, physician supervision, physician assistant supervision, and nurse practitioner supervision. The Director must be knowledgeable of principles of General Preventive Medicine, Infectious Disease Prevention and Management, Collaborative Care, Leadership and Continuous Quality Improvement processes, and in working with the campus community to improve the health and wellness of students.

Essential Duties and Responsibilities

Administrative / Leadership:

• As Director, act on behalf of the Assistant Vice President for Wellness when the AVP is unavailable and consult with the Vice President for Student Affairs as needed.
• Establish and implement organizational goals, objectives, policies, utilization review, and operating procedures for the SHC.
• Monitor and evaluate effectiveness of SHC initiatives and programs.
• Represent the campus in the San Diego community, cultivating positive working relationships with public health agencies and community specialists.
• Provide leadership in developing community partnerships.
• Develop and manage SHC budget. Administer and oversee expenditures and revenues related to department budget, including student fee revenues and general University budget allocation. Determine annual budgetary needs including plans for improvement of physical resources. Provide leadership in developing alternative sources of revenue.
• Administer and assure compliance with legal, regulatory and licensing requirements.
• Exhibit a commitment to diversity, equity, and inclusion in all professional activities and duties. Is able to infuse Anti-racism practices into clinical services, programs and recruitment efforts.
• Function as a committee member of interdisciplinary teams with representatives from Athletics, Wellness, and other entities providing for the well-being of students. Attend committee meetings and act as liaison between the SHC and wellness committees.
• Contribute to or lead additional division/campus projects outside of typical duties to help further accomplish student or organizational goals. Additional assignments may be seasonal, ad hoc or ongoing, depending on the project.
• Oversee regular Continuous Quality Improvement, sub-committees, Governing Body and educational meetings in support of Accreditation Association for Ambulatory Health Care (AAAHC) standards. Maintain accreditation with AAAHC. Additional SHC assignments may be seasonal, ad hoc or ongoing, depending on the project.
• Responsible for implementation of the immunization program for the University of San Diego. Interface with Registrar and Housing in program enforcement. Supervise ancillary personnel in maintenance and coordination of immunization records.
• Identify and assure training needs, clinical standards, and resources are met.
• Must understand and oversee primary, secondary and tertiary prevention strategies for improving health behavior. Must be knowledgeable regarding major health risks in the college population. Ability to understand and analyze health behavior data and make recommendations for strategies to improve behavior based on data.
• Responsible to recruit, train, supervise and evaluate SHC personnel.

Clinical Supervision (if Physician Director):

• Act as on-site medical consultant for SHC clinical personnel.
• Supervise physician assistant(s) and nurse practitioner(s) in adherence to licensing and regulatory requirements, including, but not limited to reviewing and co-signing PA's medical record documentation.
• Supervise other clinical personnel and communicate with personnel regarding staff strengths and weaknesses.
• Assist with performance evaluation of all clinical staff.
• Assure compliance with internal and external regulatory agencies, including, but not limited to DEA, Accreditation Association for Ambulatory Health Care, pharmaceutical and medical supply vendors, and licensing agencies.

Patient Care:

• Provides direct patient care to USD students.
• Perform physical exams, takes histories, obtains objective data and assesses clinical status of patients.
• Recognize, initiates interventions and manages episodic or chronic disease processes.
• Use a comprehensive approach to clinical and diagnostic assessment and patient care.
• Screen charts, laboratory and X-ray results for reports.
• Assess for mental and behavior health status of patients.
• Advise AVP of Wellness of patient's condition when indicated.
• Refer patients to appropriate specialty referral when indicated.
• Follow up to ensure treatment is delivered as ordered and to ensure continuity of care.
• Serve as clinical resource and clinical mentor to resident physicians, medical students, nurse practitioner students, clinical staff, Wellness colleagues and other campus colleagues as appropriate.
• Participate in health-related campus-wide activities (such as immunization clinics, health screenings for collegiate athletes, travel medicine, health promotion for campus life).
• Take after-hours call for SHC approximately every fourth week.
• Be knowledgeable about counseling techniques for health promotion
• Perform other related clinical duties as required.

Requires Ability to:

• Relate effectively to patients and work effectively with other medical staff.
• Identify abnormal and normal health conditions and implement treatment.
• Gather complete and detailed medical histories.
• Instruct and counsel patients on matters pertaining to physical and mental health
• Perform simple diagnostic and treatment procedures according to Delineation of Privileges. This includes, but not limited to: cryotherapy, incision and drainage of abscess, minor suturing, and suture removal
• Assist and/or implement the referral process, provide patient education, advise patients on self-care, needed follow up and suggested behaviors.
• Monitor lab work and special studies to include advising patients of lab results after the appropriate medical practitioner approval and advice.
• Ability to handle emergent and/or potentially critical situations with speed, accuracy and diplomacy.
• Know correct procedure for all medical paperwork/electronic medical records including, but not limited to, lab work and log sheets, immunization program, drug screening, and special lab tests.
• Must assure patient privacy at all times and maintain patient confidentiality. Fully knowledgeable of Federal HIPAA requirements and FERPA.
• Must assure the protection of self, patients, and co-workers from undue exposure to contaminated waste and hazardous materials.
• Bloodborne pathogen trained.
• Prescribe appropriate pharmacotherapy when indicated.
• Must have a broad knowledge base of college health issues, general medical care, policies and procedures.

Minimum Qualifications

• Unrestricted Licensed as a physician or Nurse Practitioner in an appropriate specialty in California (or be eligible for licensure without delay).
• If a physician, board certification (ABMS) in an appropriate specialty, such as family practice, public health/preventative medicine. If a Nurse Practitioner, should have at least a master's degree and national certification, and will receive clinical supervision from a physician.
• Current, unrestricted DEA.
• Current CPR certification required; must be maintained throughout duration of employment.
• Excellent clinical skills and at least five years of professional practice.
• Three years of experience in administration and supervision at a university health center or similar multidisciplinary healthcare organization.

Preferred Qualifications

• Experience in a college or university student health center.
• Familiarity and comfort with Electronic Medical Records systems.
• Knowledge of or experience in accreditation requirements and activities.
