Vice President-Government Relations

About the Opportunity:
Reporting to the Senior Vice President for External Affairs, the Vice President for Government Relations leads the university's engagement with all levels of state and federal governments. This includes developing strategy and executing the university's agenda to achieve tangible, measurable results. At the federal level, the Vice President is a strong and effective advocate for the university's interests, with particular emphasis on public policy related to higher education. Examples of policy priorities include financial aid, the higher education regulatory environment, immigration and international student policies, Title IX, work study, lifelong learning, and related issues. The Vice President works collaboratively with the Senior Vice Provost for Research—and others such as deans and vice provosts—on the university's research priorities and funding streams. At the state level, the Vice President focuses primarily on the university's interests in Massachusetts, with some additional work in other U.S. states where Northeastern maintains campuses: Maine, North Carolina, Washington, and California. State-related work ranges from economic development opportunities to public health policy.

As Northeastern continues to expand its global footprint, the Vice President for Government Relations plays a key role—in collaboration with other university offices and functions—in advancing the university's interests at its sites outside the U.S., including in London, England, and in the Canadian cities of Toronto and Vancouver.

The Vice President for Government Relations is a senior member of Northeastern's administration. As such, the Vice President must be able to operate at a strategic level, not only developing and executing long-range plans, but also articulating strategies and external conditions to senior leadership, including the president. The ability to lay out a vision and marshal support from disparate university departments and units is essential, as is the ability to operate in a fast-paced, highly entrepreneurial environment. The Vice President should see internal and external bureaucracies as obstacles to be overcome, and existing ways of doing things as largely irrelevant. Experience in higher education is preferred. The ability to show measurable impact and specific results is essential.

Responsibilities:
The Vice President for Government Relations works collaboratively both inside and outside the university. Externally, the Vice President maintains mutually beneficial relationships with relevant advocacy organizations and peer institutions. The Vice President must be extremely adroit in working with Members of Congress, congressional staff, senior-level staff at federal funding agencies, as well as state officials. Internally, the Vice President works collaboratively with the university's City and Community Engagement department, particularly on issues that span multiple levels of government.

A senior member of the division of External Affairs, the Vice President for Government Relations works alongside Northeastern's Vice President for Communications and Vice President for Marketing. The Vice President supervises a team of two to three staff and various consultants that advance the university's federal and state agendas.

Qualifications:
The Vice President position will be based at Northeastern's Boston campus. Consistent with other senior positions in External Affairs, the Vice President takes a proactive, persistent, and relentless approach to achieving goals. After hours and weekend work is expected. Bachelor's degree and a minimum of 10 years of relevant work experience is required.
