Program Director, National Security and Technology - Georgetown University Law Center

Building on the leading national security JD/LLM program in the country, the Center is expanding its work as a think/do tank, connecting research to real world problems. In recognition of the rapidly changing national security landscape, the Center has recently launched NatSec 360, an innovative and multi-disciplinary approach to identifying and addressing some of the most pressing concerns in national security. Its marquee new initiative is the National Security 360 Innovation Incubator, a problem solving lab dedicated to finding and implementing novel, cross-sectoral solutions to complex security problems at the intersection of law, policy, and society. The Center is tailoring an innovation methodology for law and policy problem sets, building on the ideas and tools underpinning design thinking, creative problem solving, complexity theory, organizational behavior, change management and related fields.

The 360 Innovation Incubator will be tackling problems in four focus areas, the first of which is the NatSec Tech Program, which looks at the intersections between national security and new and emerging technologies. The National Security & Technology Program Director will lead this new program, serving as a thought leader for this increasingly important sub-field. Utilizing the Center's innovation methodology, the Program Director will help develop strategic new project ideas for the Incubator, oversee and manage those projects including all aspects of foundation grants and budgets, write grant proposals, and build new relationships and networks for the Center.

In the immediate term, the Program Director will be the day to day lead manager for the Center on National Security's new Public Interest Technology grant-funded project: 360 Tech: Innovation, Security, and Governance. The project aims to identify the most critical risks posed by social media to individuals, communities, and society, and then develop and test holistic governance models to address those risks. The Program Director will be a lead member of the core team (overseen by the Executive Director) and will be responsible for managing all day to day aspects of the project, including research and writing, coordination and outreach, project management, event and workshop planning, and operations oversight.

Reporting to the Executive Director, the Program Director has duties that include but are not limited to:
  • Researching and writing complex law, policy, and technology-related memos for the Task Force relating to the security risks and implications of social media; liaising with the Task Force.
  • Coordinating and helping the core team and the design experts to develop online innovation labs, including the background tech design for online collaborative workshops; drafting outcome reports from each innovation lab.
  • Coordinating the extreme user consultations; coordinating, undertaking, and recording stakeholder outreach and interviews; liaising and working with the MIT Game Lab to develop a virtual or online game relating to social media risks.
  • Coordinating public and private events/roundtables; mentoring and supervising post-graduate fellow and student assistants; tracking expenses and reporting on project deliverables and budget as required; supporting the ED, Task Force Chair, and Task Force members as needed.
  • Helps to develop and launch new project ideas that could include - e.g., the ethical implications of artificial intelligence, augmented reality, cyberattacks and hacking, drones, data and privacy problem sets, and risks endemic to condominium technologies.
  • Building on the work with the Game Lab, support the next version of Georgetown's National Security Simulation, which will focus on the risks posed by technology and the increasing importance of tech sector actors to the field.


Qualifications
  • United States JD and/or LLM
  • 5 to 7 years of work experience in national security and technology law or policy - e.g., the use of disinformation and manipulation on social media platforms, privacy and data issues, ethical implications of artificial intelligence
  • Experience in project management, including grant management, designing projects, and managing budgets, is required.
  • Experience with design, creative problem solving, and change management is desired.
  • A strategic vision as well as be detail-orientation - a team player, responsive, and an excellent writer and researcher, and require minimal supervision.
  • Excellent judgment and the proven ability to operate professionally in interactions with diverse stakeholders.
  • Experience managing complex tasks on short timelines and coordinating events and projects with multiple stakeholders
