Position Information

This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.

This position is a "designated position" in the California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.

Conditions of Employment

Possession of a valid Driver's License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.

Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

Major Duties

Under the general direction of the AVP for Enrollment Management, this position has the primary responsibility for providing leadership, collaboration, and functional project management coordination and use analytic practices to address operational challenges and provide recommendations for Enrollment Management. The position is the key liaison between AVP for Enrollment Management and AVP for Institutional Effectiveness, Planning & Analytics.

Qualifications

Required Education: Required Education: Bachelor's degree from a four-year college or university

Required Experience: Minimum of two (2) years of considerable experience in data-driven enrollment operations and complex data modeling that result in sustained growth in enrollment, diversity, academic quality, and increased retention and graduation rates. Demonstrated leadership or management experience.

Required Knowledge, Skills, and Abilities: Working knowledge of PeopleSoft related tools is required. Knowledge of PeopleSoft products, especially Campus Solutions modules is required. Collaborates effectively with team or customers to determine the functional requirements. These abilities are required to provide the functional leadership necessary to ensure success in this position. Ability to stay current with enrollment management data and technology trends, including new applications, tools and systems. Ability to thrive in a fast-paced and deadline-driven environment. Strong analytical, critical thinking, and problem-solving skills. Knowledge of digital data technologies Experience with modern statistical learning methods. Working proficiency In SQL, SQR, and/or Crystal Reports is required. Knowledge of customer service techniques, on-line student information systems, principles, and methods, and organizational and personnel management. Demonstrated knowledge and experience of the principles, practices, and procedures of the including strategic and fiscal planning and monitoring.

Preferred Qualifications: Five years' experience with PeopleSoft or a similar enterprise student information systems is preferred.

Experience with the development of policies, plans, and initiatives is preferred.

Master's degree in liberal arts, communication, education or business is preferred.

Responsibilities

40% - Integral part of the EM leadership team and a key participant in all aspects of planning and functional management of operations related to student data including strategic planning and process improvements by promoting data-driven decision-making. Manages many functional solutions in support of continuous process improvements, and defining and aligning cross-functional responsibilities; is responsible for participating in the strategic enrollment planning; support the EM leadership in reporting, analytical insights and make strategic recommendations related to enrollment trends and enrollment capacity; represents EM at campus- level meetings pertinent to process improvements and initiatives that align with university goals and objectives; gathers user requirements to streamline the processes and collaboratively selects the appropriate application to efficiently and effectively implement; provides regular updates on key data strategy initiatives to EM leadership. Supports the AVP in the implementation and launch of the Strategic Enrollment Model (SEM).

25% - Coordinates the creation of ad hoc queries and generates statistical reports for EM and utilize the data warehouse current reporting tools for admission and enrollment projections, trend analyses, retention and graduation progression, and general strategic enrollment planning and decision making. Responsible for modeling data to help EM leadership accurately forecast recruitment and enrollment outcomes and targets and improve the use of EM resources. Analyzes and interprets data using statistical techniques and providing ongoing reports. Identifying and interpreting recruitment trends or patterns using historical data sets

20% - Provides functional analysis of system upgrades, fixes, maintenance packs, and CSU Baseline feature enhancements to evaluate the impact to EM&S processes and systems. Coordinates and communicates with IT on the functional system issues. Develops a functional test plans and issues-tracking reporting. Creates functional query and report logs for the EM business units. Provides project coordination and support in all areas of enrollment management system implementations by managing EM projects from inception through completion in collaboration with IT and other divisions. Ensures IT is fully informed of key dependencies of system or software modifications or upgrades that may impact the academic calendar and functional processes within EM. Produces tangible deliverables in the form of project plans, issue lists status reports, white-paper analyses, recommendations, prototypes and completed development projects. Interprets, evaluate, and analyze legislative, system, and campus initiatives, mandates and requirements to determine the functional impact on business processes, operations, and systems, and collaborate and coordinate with IT to make any necessary system developments or improvements. Provides leadership by working closely with EM functional teams, CMS Central, and division of IT staff on project deliverables including process flows, system analysis, specifications, and testing plans. Serves as a liaison between Enrollment Management & Services and the Information Technology (IT) division including Institutional Research Planning & Analytics to respond to PeopleSoft reporting needs and enhancements.

10% - Leads EM business units in gathering functional requirements, design, Implementation, training, ongoing support. Facilitates the development and maintenance of functional Business Process Guides (BPG). Supports ongoing operations and maintenance of various Enrollment Management processes and systems by planning, communicating, and coordinating activities. Serves as an active member of the Strategic Enrollment Model (SEM) participating in the further development and validation of the campus enrollment management plan and multi-year enrollment model. Serves on relevant committees and attends departmental meetings as requested; attend meetings at the Chancellor's Office or at conferences as required; assume other duties and responsibilities at the direction of the AVP for Enrollment Management. Serves as the SAUG functional representative for the campus.
