Organizational Unit Overview:

Information Technology and Computing Services (ITCS) is the central agency that supports enterprise-wide computing at East Carolina University. ITCS, through innovative information technology initiatives and service, provides opportunities for the ECU community to excel in teaching, research, and service using state-of-the-market technology and collaborative environments. ITCS is first and foremost committed to providing excellent information technology support for faculty, staff, and students. ITCS partners with campus departments, other universities, and industry to make strategic investments in information technology infrastructure that will help maintain a competitive advantage in administrative applications, faculty research, and outreach to the state and nation. We will achieve this through increasing the core functions and deploying appropriate technology throughout the university.
Enterprise Information Systems (EIS) is responsible for the design, development, implementation, operation and enhancement of administrative computer applications for students and employees at ECU. Systems supported include Finance, Human Resources, Student, University Advancement, Document Imaging, and the PiratePort Portal. EIS works closely with central offices across campus, including numerous steering committees, to ensure administrative systems meet the needs of the university.
The Web Services team provides web governance, administration, development and support for the university’s web presence which includes administration and development for the university homepage; administration and governance of web space and URLs for all website purposes including individual, department, and special projects; administration and support of university’s content management systems as well as associated tools; development of custom solutions to meet the unique needs of our customers as well as enhance applications and website development and management; and administration and support for applications to provide governance and quality assurance of the university’s websites including accessibility requirements and broken links. Additionally, the team provides administration, development, and support for applications in support of faculty activities and research.

Job Duties :

This IT Web Designer/Developer position serves on the ITCS Enterprise Information Systems team as a technical resource and supports the web development needs of the university.
This position develops custom solutions to enhance the functionality of applications to meet unique customer needs. Employee should be comfortable developing plugins, themes, custom post types, WordPress CLI scripts, and other WordPress CMS solutions based on project requirements. This position is responsible for assessing and triaging bugs and enhancements that come into GitHub as well as participating in all stages of development, testing, implementation, and maintenance. Furthermore, this position must be able to work with standard web interfaces (HTML, CSS, JavaScript) and a full application stack consisting of server OS, web server (IIS and Apache), programming and scripting (PHP, Python), and database (MySQL and MSSQL). Experience using GitHub for version control and documentation is preferred.
This position is responsible for application administration, advanced troubleshooting and support, and developing enhancements for various enterprise web applications. Additionally, this position offers advanced technical expertise to consultants and clients for enterprise applications in a wide variety of areas which requires an overall understanding of the ECU technology infrastructure. Employee will assist with determining the best solutions for campus users to meet unique needs and troubleshoot issues.
This position helps in the selection of applications and creation of standards and guidelines for its proper use and configuration to meet the needs of customers. Employee is responsible for creating tools using vendor APIs and web services to extend application functionality for our users. In addition, this position is responsible for data management from outside resources importing into a variety of enterprise applications. Employee serves as an expert in the use of these applications and should keep up to date on application upgrades and new features.
The position should to stay up to date on new technologies, best practices, and modern development methods. Employee will communicate regularly with peers using chat, audio, and video. Employees are required to adjust their standard work schedule to meet the requirements of their position, which includes and not limited to evening and weekend hours to perform scheduled and unscheduled workload requirements to maintain University operations.

Minimum Education/Experience :

Master’s degree and 2-4 year’s experience; or a bachelor’s degree and 3-5 years’ experience: or an equivalent combination of education and experience. All degrees must be received from appropriately accredited institutions.

License or Certification Required by Statute or Regulation :

Preferred Experience, Skills, Training/Education :

A technology related degree with three years of experience in web development is preferred.
The desired candidate should have experience with all phases of the development lifecycle, including planning, development, testing, implementation, and maintenance, with preference given to Agile methodologies; experience with content management systems and JavaScript UI Library, with WordPress and React.js given preference; experience with a MVC framework and RESTful APIs (JSON, XML); and experience with and a technical understanding of HTML5, CSS3, JavaScript, PHP, and MySQL.
Individual should be knowledgeable of web accessibility standards (WCAG), responsive design, and Search Engine Optimization (SEO); be able to comprehend, analyze, and interpret project requirements; be able to set and meet project timelines based on user expectations, policies, and guidelines; possess excellent written and oral communication skills; possess the ability to work as an independent, productive, meticulous, and self-motivated member of a team.
The desired candidate should be able to work with faculty and staff, be an effective member of our team, and able to work independently; establish and maintain effective working relationships; and be a problem-solver, a critical thinker, be adaptable and flexible, and have a strong work ethic with excellent project management skills.
