Position Summary:

The Project Policy Analysis Manager provides broad support for the Contracting and Procurement operations teams through many essential functions, including but not limited to managing highly complex analyses across a broad spectrum of organizational and / or research programs, policies, and initiatives; Provides guidance and assistance to subordinates on most complex issues; regulatory tracking, audits, work-plan development, policy development and regulatory reviews; in addition to analytics and operational support to expense reduction and service level initiatives. The Project Policy Analysis Manager is also responsible for researching, analyzing, and responding to all regulatory related inquiries. This position is responsible for supporting routine and non-routine regulatory requests that are related to Fair Work/Fair Wage, Public Records Act, and other PolicySTAT programs. The position manages professional staff in project, research and / or policy analyses, setting responsibility for results in terms of costs, methods, and resources. The Project Policy Analysis Manager will be responsible for supporting operational needs, ongoing analytics and report design post go-live. Additionally, this position will perform reviews to validate that required operational changes are implemented. The position provides analytical and operational past supply chain (procurement, contracting, sourcing, inventory management, logistics), finance, and business process design. The Project Policy Analysis Manager will need to collaborate with key stakeholders, Quality and Safety Oversight, Compliance, Information Security, Legal, Finance, and the requesting operational department) to provide guidance on complex contract terms, secure appropriate approvals, and mitigate risk exposure to the organization. Responsible for oversight, establishing organization goals, and achieving organizational objectives for Mailroom, Reprographics, and managed print services departments.

Required Qualifications:

  • Bachelor's degree in related area and / or equivalent experience / training
  • Experience analyzing complex information in an objective manner and derives logical conclusions to provide a sound basis for establishing priorities and selecting appropriate courses of action
  • Strong interpersonal, verbal and written communication skills to clearly and effectively interact with a diverse group of individuals to secure and/or provide information to clarify situations, resolve problems, and negotiate services and/or agreements
  • Ability to read and comprehend state and federal regulations and other regulatory documents relating to patient privacy, security regulations, and UC specific policies such as Fair Wage Fair Work and BUS-43
  • Experience developing and generating management or summary reports using relevant data, analysis, and data visualization techniques
  • Experience composing analysis/reports, correspondence and summaries in a comprehensive organized format
  • Experience working independently, setting priorities, organizing work, and meeting deadlines in a fast-paced environment. Manage time schedules, multiple requests and priorities while maintaining productivity
  • Ability to speak in public and present to various groups on contract and compliance requirements
  • Minimum 5 years’ experience in a Hospital/Healthcare environment
  • Extensive analytical / problem-solving skills
  • Comprehensive project management skills
  • Advanced knowledge of computer applications. Advanced knowledge of Word, Excel, Project, PowerPoint, and other tools in the Microsoft Office

Preferred Qualifications:

  • Experience interpreting, comprehending, and instructing others relative to State/Federal regulations, procedures, and policies
  • Business process design experience
  • Thorough knowledge of organization processes, protocols, and procedures
  • Master’s degree in related and / or equivalent experience / training
