Departmental Overview

The Budget Officer is the only position that provides financial and analytical support and administration for all recharge activities, business processes, financial services, and serves as backup to the department manager and the academic personnel analyst in the Department of Earth and Planetary Science (EPS).

This position also assists in the financial management of the Berkeley Seismology Laboratory (BSL) and serves as the sole administrator for the Berkeley Atmospheric Sciences Center (BASC). The Department, within the Mathematical and Physical Sciences Division of the College of Letters and Science is one of the top ranked programs in the US has 6 major specializations and several interdisciplinary programs in atmospheric science, climate, environmental geoscience, marine geophysics and planetary science, with links to programs in the Departments of Chemistry, Astronomy, Geography and Environmental Science and Policy Management. The department consists of 40 faculty, including adjuncts and emeritus, approximately 60 graduate and 150 undergraduate majors, 30 post-docs and visitors, several researchers and 12 staff FTE. Nearly half of the faculty members have joint appointments with other Colleges or other L&S departments, requiring coordination with other units across campus, as well as LBNL and LLNL.

Responsibilities
  • Fiscal Management: The budget officer provides analytical support for complex budget, financial and resource analysis projects. Investigates budget versus actual variances for CalPlanning and develops the Operating and Forecast budgets for EPS and BSL. Manages EPS and BSL recharge units, administers all aspects of invoices including researching and resolving problems, develops and implements financial journals, reviews fee structure and submits fee proposals, completes self-certifications, maintains recharge databases. Applies financial models to perform moderate to complex analysis to understand past performance and determine present and future resource allocations. Independently performs reconciliation functions for both units' non C&G funds, including analyzing payroll expense reports, CalAnswers reports, Smartview, commitment database and CalPlanning/Human Capital Planning. Manages the correction of all chartstring and or allocations errors. Documents procedures for financial activities. Performs complex financial or resource research and studies for various internal department constituents, such as periodic financial reports, staff / faculty salary budgets, contracts, gifts, endowments, or course material and recharge fees. Financial and / or resource analysis could include budgetary analysis, financial analysis, forecasts, projections, staff or faculty salary or FTE analysis, student enrollment analysis, recharge or general rate analysis (i.e. the department vehicle rental rate), contracts and recharge revenue analysis, endowment income, depreciation, and capital and building renovation funds, etc.
  • Budget Forecasting: The position independently gathers information, analyzes, develops, prepares, forecast, and summarizes future revenue, expenses and financial trends for EPS, BSL, BASC, and two recharge units. Works with faculty, the Department Chair, Unit Directors, the Department Manager, and the MPS Divisional Finance Leader to plan, propose and update future years budgets. Generates analyses for complex summaries and proposals relative to a diverse range of topics to include new financial procedures and/or services, changes to department policies. The officer updates, conceives and proposes new recharge and course material fees to meet the operational expenses of the units. As a part of this process, the incumbent analyzes and forecasts staff /faculty salary budgets, current and future faculty commitment allocations, contracts, gifts, endowments, or other revenue sources, in order to create as accurate a financial model as possible.
  • Financial Control: The budget officer, in conjunction with the Department Manager, coordinates and implements department budget allocations. The position also conceives of and maintains department chart of accounts, other data management tools, and related business processes. Ensures that the appropriate internal controls are addressed, maintained and strengthened to protect University resources to minimize risk and to comply with legal regulations and tax implications. The officer coordinates with the finance team to ensure department-wide monthly reconciliation and signs off on financial controls. The position also works to ensure fiscal close goals are met. The position also prepares, reviews, and/or approves various financial transactions, such as financial journals, BearBuy requisitions, Blucard transactions, UCPath templates, IST requests, and more.
  • Business Process Improvement: The budget officer provides department support in the areas of business process analysis and design, system or procedure testing and implementation, documentation, security, workflow, and customer feedback. The incumbent assesses, recommends and implements quality customer service standards and procedures to affect various constituencies, including internal department, students and external vendors. The position also recommends new business processes in finance, recharge centers and internal department work flow. Collaborates with the region and other campus units. May host workshops, presentation and/or 1-on-1 meetings to train and coach staff, faculty and students on purchasing systems and other various business processes. Demystifies terms and jargons to various constituents.
  • Collaboration and Communication: The position acts as liaison with various campus units (ChaMPS, Controller's, Contracts and Grants, Disbursements, Account Receivables,Business Contracts and others) Campus Shared Services on issues related to purchasing, bluCard transactions, travel and entertainment, reimbursements, and independent contractor and consulting and external service agreement contracts. Also communicate with external clients and vendors to issue and pay invoices and purchases in a timely manner. Present and explain recharge rates and course material fees proposal to central campus leads. Most importantly, this position works to create an effective team culture and environment between region and department staff.
  • BASC Administration: This position manages the logistics and organization of the BASC seminar series and the BASC annual symposium. Annual symposium organization requires researching vendors, reviewing contracts, improving inefficiencies, and on-site execution of the event. The officer also actively advises the Director of BASC and interacts with the 13 core faculty members of BASC. Works with BASC financial analyst, ERSO and VCRO, to process purchase orders, blucard purchases, and other financial/hr transactions as needed.
  • The budget officer serves as a backup for the Department Manager and the Academic Personnel Analyst. Works on special projects as needed, including but not limited to facilities coordination, human resources, payroll and financial audits, data extraction from CalAnswers, etc. Attends professional development classes and stays up to date on new systems and policies.

Required Qualifications
  • Thorough knowledge of finance policies, course material fees and recharge practices, policies and procedures.
  • Familiarity with and knowledge of various business and financial data management and reporting systems such as Bearbuy, BFS, UCPath, CDS, Smartview, CalPlanning and CalAnswers, and the interactions between between the various Berkeley financial systems and/or equivalent systems.
  • Proven ability to effectively present information verbally and in writing in a clear and concise manner. Be able to present financial data and modeling in a clear, logical, and rational manner to target audience.
  • Must have intermediate to advance knowledge of Microsoft Office suites (especially Microsoft Excel), Adobe suites, Google suites and other common desktop/web applications used for complex financial analysis, fiscal management, and financial reports.
  • Bachelor's degree in related area and / or equivalent experience / training.

Salary & Benefits

Annual salary is commensurate with experience within the range of $67,500-$78,500.
