About the Department:

The University of North Carolina System’s Small Business and Technology Development Center (SBTDC), in partnership with the US Small Business Administration, is the recognized, primary organization through which the state of North Carolina provides business counseling, management education, and technology development services to help the business community successfully meet challenges, manage change, and plan for the future.

Essential Job Duties:

  • This position is responsible for independently managing the day-to-day fiscal activities for the Small Business & Technology Developments Center’s (SBTDC) Federal award and related Statewide budget involving NCSU and all other UNC campuses hosting SBDTC staff. This position will maintain, oversee and report financial accounting data (direct award expenses, state cash match and waived F&A) as it relates to statewide SBTDC activities. This also includes all program income activity – payments via check and credit cards. Provide regular reports and financial administrative support to the Associate State Director for Finance and Administration.

Specific duties include, but not limited to:
• Assisting with budget and proposal development and future budget planning for state, federal and other grant funding sources;
• Financial management, monitoring and reporting of all funding sources, tracking cash match, waived F&A, reconciling deposits, reviewing and processing UNC campus and other invoices for payment, preparing financial reports for funding agencies, processing award close-out reports on funding source reporting time tables;
• Manage department bookkeeping systems for department accounts/projects. Includes adherence to budget variances, budget revisions, ensuring correct coding of personnel and non-personnel expenses;
• Prepares financial reports as required by Associate State Director for internal tracking and reporting, proposal submissions, audits and as required by funding partners/agencies;
• Manages historical and current vendor contact data for NCSU A/P and related files on vendors;
• Performs monthly reconciliations on all department deposits (checks & credit cards) and prepares monthly balance reports;
• Reconciles University P-cards charges monthly to assure expensed to correct project and required documentation is provided to support expense;
• Reviews all expenses and financial reports for compliance to federal, state and funding agencies requirements;
• Works with NCSU External Affairs, Partnership and Economic Development, other UNC campuses and vendors to resolve, trouble-shoot, and solve financial problems as they arise;
• Regularly interprets guidelines, regulations and instructions of NC State University, the State of NC, federal/award procedures/guidelines, etc. as they apply to financial management of funds/awards;
• Provides assistance and recommendations concerning funding proposal development, performance to budgets and aids in budget projections during award cycles;
• Aids in preparation for external audits and financial exams conducting by internal and external auditors;
• Complete other projects and tasks assigned by the Associate State Director, Finance and Administration;

Other Responsibilities:

• Assist (as back-up) for approval of MarketPlace orders, Travel Authorizations/Reimbursements and other system approvals at the direction of the Assistant State Director, Finance and Administration;
• Participates in and supports special project initiatives as needed by performing general administrative, support functions and additional duties.

Minimum Experience/Education:

High School Diploma or equivalency and one year of experience in accounting work; or equivalent combination of training and experience.

Other Required Qualifications:

• Requires knowledge of Federal (OMB Uniform Guidance), State, University and award contractual rules, regulations and policies on budgeting, expending and financial reporting of grant, program income and State funds.
Required working knowledge of financial accounting systems, Excel and databases.
• Ability to communicate orally and in writing to understand the problem and explore solutions to resolve the problem while adhering to Federal, State and University rules and regulations. Must understand how each campus operates and interpret issues so that corrective action to the problem can also be addressed.
• Previous experience with state funds management and federal grant preparation & monitoring is essential.

Preferred Qualifications:

• Bachelor’s degree in accounting, business management, or related field is highly preferred. • Requires 3-5 years of progressively responsible accounting experience, preferably dealing with federal & state grant monitoring.
• NCSU financial experience and working knowledge of financial software (PeopleSoft).
