Position Summary:

The Virginia Institute of Marine Science (VIMS) (http://www.vims.edu) has a three-part mission to conduct interdisciplinary research in coastal ocean and estuarine science, educate students and citizens, and provide advisory service to policy makers, industry, and the public. VIMS serves as the School of Marine Science for William & Mary with Master’s and Doctoral programs within four academic departments: Biological Sciences, Aquatic Health Sciences, Fisheries Science, and Physical Sciences. The VIMS Marine Advisory Program (MAP) provides extension, outreach and public education, on a wide range of coastal topics including sustainable fisheries and aquaculture, recreational and commercial fisheries, and coastal economies (www.vims.edu/map).

Marine Advisory Services at VIMS seeks a Marine Business Specialist with broad interests in marine and coastal related business, policy and management. This position will provide leadership and coordination for developing and maintaining a comprehensive marine business focused extension and applied research program that serves the Commonwealth of Virginia. Primary client groups include a wide range of marine related businesses, state and local government, trade organizations and the interested public. In addition to general programming related to marine business, the incumbent will also lead the Virginia Clean Marina Program (www.vims.edu/research/units/centerspartners/map/vacleanmarina), a voluntary program initiated in 1999 to assist marinas in the Commonwealth to address a broad range of technical issues related to the potential environmental impacts of marina operations. This position is based in Gloucester Point, Virginia with frequent statewide travel as required. Reporting to the Associate Director, the Marine Business Specialist will work closely with faculty and staff at both VIMS and William & Mary, Virginia Sea Grant (VASG) and existing VASG extension partners.

Specific responsibilities include:

(1) Leads MAP extension programming in the area of marine Business:

  • Provides technical assistance, extension and outreach on marine business-related topics of importance to industry, agencies (local, state, regional and federal), coastal communities, legislators and other relevant stakeholder groups.
  • Leads and/or participates in applied economic research projects of importance to marine business stakeholder groups in Virginia. Topic areas to include: commercial and recreational fisheries, marine aquaculture, coastal zone policy and management, resiliency, working waterfronts, workforce development and other topics of interest to marine businesses in Virginia.

(2) Provides programmatic integration and growth:

  • Establishes liaison and working relationships with agencies (local, state and federal) and state Sea Grant Programs (regionally and nationally) in support of marine businesses in Virginia.
  • Collaborates with colleagues within VIMS/W&M and the VASG partner network.
  • Secures and manages extramural funding in the in support of applied economic research and extension programming.

(3) Manages all aspects of the Virginia Clean Marina Program:

  • Continues the development and implementation of the Virginia Clean Marina Program.
  • Assists marinas in the implementation of Best Management Protocols (BMP) culminating in certification as a “Virginia Clean Marina”.
  • Assists marinas in addressing social and economic impacts of regulatory compliance, siting, design criteria and coastal hazards.
  • Develops and implements liaisons with other Marina Technical Assistance programs both regionally and nationally in the broad focus areas of resiliency, coastal hazards, emergency preparation and oil spill response.

Required Qualifications:

EDUCATION:
Master’s degree in natural resource, agricultural or environmental economics, econometrics, finance, business, marine/coastal policy or a closely related field .

COMPETENCIES:

  • Knowledge of marine science research as it relates to Marine Business.
  • Strong knowledge and application of economic principles, with the ability apply to economic research projects.
  • Strong project management and leadership skills with the ability to lead extension programming in the area of marine business.
  • Excellent interpersonal and communication skills with the ability to collaborate effectively with a diverse constituency.
  • Demonstrated proficiency with a variety of MS software applications, statistical programs,
  • Considerable knowledge of quantitative analysis, econometric theory, statistics and research methodologies, with the ability to conduct economic impact analyses.
  • Flexibility to meet overnight and or weekend travel.

EXPERIENCE:

  • Experience interacting with a diverse includes academic, governmental and general public clients.
  • Experience with outreach and extension programming and data analysis.

Preferred Qualifications:

EDUCATION:

Ph.D. in natural resource, agricultural or general economics marine/coastal policy or closely related field.

COMPETENCIES / EXPERIENCE:

  • Strong platform skills with the ability to deliver effective training or presentations.
  • Professional background working with marine related businesses, federal, state, local government, or resource managers.
  • Experience securing and managing extramural funding in support of applied economic research and extension programming.
  • Significant experience with outreach and extension programming, and applying economic research projects of importance to state holder groups in VA.
  • Proven experience conducting economic impact analyses.
