Departmental Overview

The Terner Center for Housing Innovation formulates bold strategies to house families from all walks of life in vibrant, sustainable, and affordable homes and communities. Established in 2015, the Terner Center has quickly become a leading voice in identifying, developing, and advancing innovative public and private sector solutions to achieve broader housing affordability for American communities.

The Terner Center is looking for a Senior Research Associate to support and advance our housing research and policy agenda through impactful, timely, and rigorous research on U.S. housing markets, public policy, and private sector innovation.

This is a senior level position that, in close collaboration with the Terner Center's leadership team, will take initiative to identify new research opportunities and partnerships, develop research designs and conceptual frameworks, and formulate policy proposals. The Senior Research Associate will also be expected to collaborate with senior staff to secure funding for research projects, including initiating and writing funding proposals.


25% Designs, coordinates and conducts research studies of broad complexity and impact. Ensures quality of data analysis and statistical programming. Responsible for statistical integrity, adequacy and accuracy of the data.

20% Disseminates research findings through the publication of independent or co-authored publications. Collaborates with the communications team to adapt research papers to reach various audiences through summaries, blog posts, and other methods.

10% Develops proposals for research design with input from the leadership team, including identifying quantitative and qualitative data sources, statistical methods, and project timelines.

10% Performs team management functions as needed, including recruitment of graduate student researchers, training and handling disciplinary issues according to UC Berkeley and Center's HR policies.

10% Participates and presents research in relevant conferences, seminars, and meetings. Assists Research Director and other members of the Terner Center leadership team with presentations, event preparation, and other dissemination-related tasks as needed.

5% Collaborates with the Research Director and other members of the Terner Center leadership team to identify priorities for future research and policy proposals. Provides consultation to the leadership team on available data methods methods and tools to inform decision-making.

5% Collaborates with senior staff to generate funding for research projects, and assists with developing grant proposals and other development efforts.

5% Tracks and monitors relevant current events, policy analysis papers, and government activities.

5% Participates in the development and monitoring of policies and procedures for department or department operations.

5% Responds to requests from media, external stakeholders and regional partners for data analysis and research implications.

Required Qualifications

*Exceptional organizational, project management, communication, interpersonal and writing skills, including the ability to effectively communicate quantitative and qualitative findings to non-academic audiences.

*Bachelor's degree in related area and / or equivalent experience / training.

Preferred Qualifications

*Advanced degree in a related field (e.g., Planning, Public Policy/Administration, Urban Economics).

*Minimum of 5 years research experience in urban policy, affordable housing, land use, or real estate, such as research experience in academia, government, or a public policy or research organization.

*Experience overseeing teams, mentoring professional colleagues, and/or directly managing staff or students.

*Experience working with an array of data sources such as Census data, PUMS data, HMDA data.

*Ability to manipulate and analyze large datasets with SAS, STATA, Python, and/or R, as well as a working knowledge of GIS.

*Knowledge of federal, state, and municipal housing programs or land use regulations strongly preferred.

*Ability to work collaboratively and communicate effectively with an interdisciplinary team.

*Ability to manage multiple simultaneous projects and deadlines.
