Position Summary:

The Division of Finance and Administration (DFA) provides services and support to over 50,000 students, faculty, and staff with the mission of advancing UCI's brilliant future and the vision of becoming world-class campus partners. DFA serves the university as planning partners, problem solvers, and solution providers—striving to make it as easy as possible for people to get the services they need, when they need them. Working closely with campus financial management, the UCI Controller's Office is a trusted strategic partner divided into three core teams: Accounting & Fiscal Services, Procurement Services, and Financial Services. The Accounting & Fiscal Services team ensures the integrity of UCI's financial reporting, enables effective and efficient campus financial processes and controls, manages contracts and grants funding at the post-award stage, and champions compliance with policies, laws, and regulations. The Procurement Services team leads through best practices in the acquisition of quality goods and services by implementing processes and procedures that deliver high quality expertise, significant value, and excellent customer service. Finally, the Financial Services team provides support and resources to campus in the areas of billing, collections, payments, disbursements, loan administration, and student tax information. In all these areas, the Controller's Office is always dedicated to providing effective and efficient customer service in support of UCI's mission and goals.

Serves as chief accounting and reporting officer with oversight of the university's controllership functions. Also provides management and oversight for the Accounting & Fiscal Services department activities and programs including General Accounting, Controls and Financial Risk, Accounts Payable, Travel and Disbursements, Tax Compliance and Reporting, Payroll, Student Financial Services, Contract & Grant Accounting, and Financial Management Support, as well as the department of Procurement Services. This includes oversight of campus revenues and expenditures totaling in excess of $2.4 billion annually, and leadership over approximately 100 career and contract appointed staff. As the UCI Controller, is also responsible for the development, implementation, and efficacy of a campus-wide system of internal controls, to maintain accountability for financial resources of UCI and has authority to direct campus financial managers to implement university and campus financial policies and procedures. Importantly, this position serves as the campus' primary expert and internal consultant on governmental accounting, generally accepted accounting principles as they relate to governmental agencies and Government Accounting Standards Board pronouncements and guidance. Additionally, this position oversees and provides expertise in consolidating UCI accounting information with the University of California, Office of the President (UCOP) financial records, incorporating UCOP distributed transactions and effectively functioning within the UCOP banking and treasury operations. Participates with other senior managers to establish strategic plans and objectives. Provides advice and guidance to constituents throughout the organization. Makes final decisions on administrative or operational matters and ensures operations' effective achievement of objectives. Manages, prepares, administers, and directs control of departmental budget, organization resources and fiscal protocols, including assurance that all requests reinforce the appropriate financial planning and control activities and adhere to approved budget and spending levels. Erroneous decisions will have a serious impact on the overall success of functional, division, or organization operations.

Required:

15 years' experience in accounting/finance, inclusive of 5 years in accounting/financial senior management, or an equivalent of education, training, and experience.

Bachelor's degree in related area and / or equivalent experience / training.

Client services oriented, good listening, critical thinking, and analytical skills. Advanced ability to effectively communicate complex findings and recommendations verbally and in writing. Ability to multi-task. Prior experience working in a research institution and/or higher education. Demonstrated competence in selecting, implementing, and managing complex automated financial systems, including those involving electronic commerce. Demonstrated knowledge of the regulatory, banking, and financial environments in which institutions of higher education operate. Extensive and comprehensive work experience in accounting and financial management at a similar level of complexity and responsibility in a complex, decentralized public organization. Advanced knowledge of complex financial policies, practices, and systems; budgeting and reporting techniques; fund accounting; human resource planning; accounting and bookkeeping including GASB, FASB and generally accepted accounting practices. Expertise in internal control practices. Experience in implementing controls that strengthen the control environment throughout the organization. Advanced negotiation skills. Excellent interpersonal skills, political acumen, and ability to work effectively across the organization at all levels; ability to interact with diverse populations

Preferred:

Master's in Business Administration

Certified Public Accountant, preferred. Certified Government Finance Officer

Special Conditions Required:

Must possess a valid California Driver's License and participate in the DMV Pull Notice Program
