Job Description Summary:

The Ohlone College Tri-cities Career Center (Career Center) is an innovative organization that provides career services to students and community members. The Career Center integrates services and resources provided by the Workforce Innovation and Opportunity Act (WIOA) with higher education career development models and serves high school students, adult education students, community college students, college/university graduates, community job seekers, dislocated workers, under-represented populations (disadvantaged adults, veterans, people with disabilities, re-entry, first generation college students, low-income, etc.) and employers.

Ohlone College serves as the host to the Alameda County Small Business Development Center (SBDC) program. The SBDC program integrates services and resources provided by the U.S. Small Business Administration (SBA), California Governor’s Office of Business & Economic Development, and other state and local programming to serve small businesses and aspiring entrepreneurs. The integration between education, workforce, and economic development makes Ohlone College an exciting, innovative, and cutting-edge institution of higher education.

The program manager is a member of the leadership team for the Career Center and is responsible for providing direction, leadership, and technical support to successfully operate the SBDC and EES programs. The program manager develops, deploys and oversees services and resources for the business community. This position serves as the lead of the SBDC program, a robust, grant funded project that must meet annual contractual performance requirements. The program manager oversees, plans, and coordinates the activities of small business development throughout the region and oversees the EES team and activities. The team may include professional staff, student workers/interns, temporary employees, independent contractors, and volunteers. The incumbent will assist in the development of organizational policies and procedures, goals and objectives, and strategic planning. The program manager leads internal and external contracting functions, directs program operations, and coordinates budget planning.

Essential Duties:

• Deploys cross-sectional collaboration efforts between Ohlone College’s academic and non-academic departments/divisions, the Career Center, the community and other stakeholders to serve students/alumni, the business community, employers, and entrepreneurs.
• Works with the Career Center director to create program strategies to ensure department, division, and institutional alignment.
• Creates new models and approaches to engage stakeholders remotely through online tools and devices to increase programmatic access while responding to business needs.
• Directs, supervises, plans, develops, implements, manages, and evaluates the delivery of services to small businesses, entrepreneurs, and employers.
• Supervises, trains, and evaluates assigned staff and independent contractors.
• Conducts outreach in-person and online utilizing current marketing tools that include social media, mass media, and mobile communications to identify and attract small businesses, aspiring entrepreneurs, students/alumni and community members thinking about business ownership.
• Cultivates new programming and strategies to support program expansion.
• Negotiates cooperative and participation agreements with public entities and private contractors.
• Provides in-depth business advisement and technical assistance to clients in the areas of business planning, obtaining capital, marketing strategies, financial analyses, and/or related business operations.
• Analyzes and evaluates client service needs and makes appropriate assignments to SBDC consultants and other resources.
• Represents the college in an official capacity regarding program activities and coordinates communication with the business community, local economic development agencies, and funders.
• Develops, implements, and evaluates a marketing plan for the SBDC including strategies for program promotion to attract clients and to engage stakeholders.
• Ensures compliance with program activity timelines, evaluation criteria, and reporting requirements in adherence to the Northern California SBDC regional & Ohlone College strategic plans.
• Coordinates the financial administration and operations of business related programming including developing, implementing, and reporting to ensure the maintenance of grant/contract funding.
• Delivers presentations that may include topics related to business and entrepreneurship to students/alumni, community organizations, financial institutions, employers, government entities, and others.
• Coordinates business resources via chambers of commerce, local, state and federal entities, and elected officials.
• Interprets and maintains compliance with pertinent Federal, state and local laws, and contractual regulations.
• Coordinates program activities, training opportunities, seminars, and conferences with community partners.
• Leads staff/team meetings and initiatives pertaining to employers, businesses, and entrepreneurs.
• Integrates SBDC, Ohlone College, and Career Center missions and objectives.
• Oversee and/or facilitate regional training activities to small businesses, employers, and entrepreneurs related to successful startups, executive leadership, recruiting, business growth, job creation, financial growth, building brand, and/or industry-specific topics.
• Represent Ohlone College, the college division, the Career Center, and the SBDC program in an official capacity regarding program activities and coordinates communication with the business community, economic development, employers, funders, and related organizations;
• Refer appropriate businesses/employers to the Career Center for recruiting services and resources.
• Work in collaboration with Ohlone’s academic divisions to ensure appropriate small business education course offering via Contract education, community education, non-credit, and for-credit opportunities.
• Collaborate with academic divisions to offer stackable credentials and certificates appropriate for businesses and entrepreneurs to support enrollment, retention and success.
• Coordinate across departments and divisions, including community education and corporate education programs to deploy customized training programs for small businesses.
• Performs other duties as required or assigned.

Knowledge Skills and Abilities:

• Principles, practices and techniques of administration and organizational management;
•Effective supervision and training experience of employees, contractors, and volunteers;
• The needs of the small business and employer community, preferably in the Greater Bay Area;
• Practical and theoretical business operations with emphasis on small business growth;
• Program budgetary principles and practices;
• Event planning (e.g. virtual events, seminars, workshops, conferences, etc.);
• Various word processing, as well as data management and automated case management software systems; and
• Customer service/customer satisfaction principles and procedures.
• Local, state, federal and contract compliance and program monitoring.
• Grant writing experience preferred.
• State and federal grant reporting.
• Business advisement or teaching business courses/workshops.
• Press Release writing/distribution (local, state, and national distribution).

• Communicate effectively verbally and in writing.
• Provide accurate business advisement with measurable results.
• Effectively train, supervise, and evaluate staff and consultants.
• Exhibit leadership in management and planning.
• Motivate staff and advisors to meet all contractual obligations and to promote a culture supportive of equity and inclusion.

• Possession of and ability to maintain a valid California Driver’s license and a safe driving record during the course of employment

Education and Experience:

•Bachelor’s degree from an accredited four-year college or university with major coursework in business administration/management, public administration, entrepreneurship or related field and three years of increasingly responsible experience.
•Must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practices.

Preferred Qualifications:

• Master’s degree in business administration/management (MBA), public administration (MPA), or related field.
• Financial accounting and/or budgeting experience.
• Business and financial plan development and executable for loan/investment considerations.
• Recruiting, talent acquisition, and sales/fundraising experience.
• Social Media and other virtual tools and platforms used for marketing.
• Experience working in higher education, career services and/or business/employer engagement.

Physical Characteristics:

• Ability to exchange information and make presentations.
• Skilled orator the ability to bridge complex small business relationships.
• Ability to operate a computer keyboard.
• Read a variety of relevant contracts, policies/procedures, laws, and small business materials.
• May occasionally be required to do minor lifting, not to exceed 20 pounds. Position will require some repetitious work such as data entry, typing, word processing, etc., Ability to process and comprehend written material; ability to articulate clearly on the telephone and before groups.

Salary Range:

$90,282 - $115,227 per year
