Department Description:

The primary purpose of the Psychology and Neuroscience Department is to provide excellent education, research and service in the field. This goal breaks down into four important components: 1) to teach psychology to undergraduates in a manner that will introduce them vigorously to its broad scope; 2) to offer scientific and professional training to graduate students in the areas of behavioral neuroscience, clinical, cognitive, developmental, quantitative, and social psychology; 3) to carry out cutting-edge research in these areas, and 4) to provide consulting and administrative support services to the science and profession of psychology as well as to the university, the community, the state, the region and the nation.

The Department consists of six programs: behavioral neuroscience; clinical psychology; cognitive psychology; developmental psychology; quantitative psychology, and social psychology. Each program is designed to acquaint the student thoroughly with the theoretical and research content of the specialty and to provide training in the research skills needed to become a competent and creative investigator. In addition, the programs focus on the development of appropriate professional skills.

The Department of Psychology ranks 2nd in the College in grant funding with over $12 million annually in grant expenditures, and approximately $20 million annually in expenditures from all funds. The Department of Psychology has the largest undergraduate major in the College of Arts and Sciences with approximately 1500 majors, and one of the largest graduate Ph.D. programs with approximately 120 graduate students. The Department is also home to four community clinics which generate fee revenue (Adult Clinic, Anxiety Clinic, Child and Family Clinic, Couples Clinic), known collectively as the UNC Psychology Department Community Clinic (the Clinic).

Position Description:

The HR Specialist serves as the HR Manager for the Department of Psychology and Neuroscience. This position is responsible for all EHRA Faculty, EHRA Non-Faculty, and SHRA human resource functions including managing all EHRA and SHRA recruitment, hiring, performance management, position management, and termination processes. The HR Specialist processes complex and basic transactions in the PeopleSoft (ConnectCarolina) system. The person in this position manages faculty mandatory review, promotion and tenure schedules and processes and submits complete and accurate dossiers to the Dean’s Office in accordance with published schedules and standard orders. This role initiates all EHRA and SHRA personnel actions and monitors actions through approvals and completion in campus HR systems. This position manages the Time Information Management system (TIMs) and performs payroll verification procedures. This position manages the Visa application process for all international employees and visitors to the department. Additionally, this position serves as parking coordinator for the department. The person in this position must maintain up-to-date knowledge of a wide range of University policies pertaining to human resources and must serve as consultant to the department on all HR functions including legal compliance, recruitment/selection, EEO considerations, and policy administration.

Minimum Education and Experience Requirements:

Bachelor’s degree; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Essential Skills, Knowledge and Abilities:

The HR Specialist is expected to demonstrate and maintain up-to-date knowledge of state, federal, and UNC campus policies and HR best practices. In particular, the successful candidate should have knowledge of SHRA and EHRA personnel policies including classification and compensation policies, career banding and faculty ranks. The successful candidate must possess or be able to quickly attain mastery of campus HR information and processing systems (ConnectCarolina, InfoPorte, LawLogix, TIMs) and of the various actions completed in each system. Must demonstrate the ability to retrieve, evaluate, organize and present data so that appropriate reports can be provided to department management as needed. This position requires the ability to communicate HR policies and procedures to department faculty and staff in order to respond to their questions and to gain their commitment to campus personnel policies, hiring procedures, performance management requirements and deadlines. This position requires excellent customer service skills including the ability to deliver effective service, resolve issues, and provide cheerful, helpful, and competent advice to employees of all classifications in the department. This role requires a high level of detail and organization, professionalism and discretion.

Preferred Qualifications:

One year of experience in a human resources administration role preferred. PeopleSoft experience is a plus. Human resources administration experience at UNC or a similar campus setting is preferred.
