The Office of Information Technology has an opening for a full-time University Staff (unclassified) Web Development Operations Manager position.

The Office of Information Technology (OIT) is looking for a Web Development Manager to oversee the architecture, development and administration of the University’s public-facing website, intranet and other services assigned to the web development team. The University’s public website receives over 1.5 million visits per month.
 
As a member of the web development team, this position will serve as the chief solution and technology architect for the content management system (Sitefinity), the intranet solution (SharePoint 2013), and collaborate with other teams on the SharePoint Online service. This person will manage the development team responsible for aligning development and administration efforts with the university’s business objectives and user needs.  The ability to specifically work closely with all enterprise application solutions teams, and generally with all other OIT teams will be critical to the success of this position. 

The role requires extensive knowledge of sustainable application development strategies and methodologies, .NET MVC design patterns and practices, CMS architecture and extensibility, public and intranet web strategies, application integration experience, CI/CD experience, and SharePoint administration experience.

The Web Development Manager will report to the Director of Enterprise Application Solutions.

This position supervises the members of the Web Development Team.

Examples of Work Performed
Application Architecture Planning and Development:

  • Leading large, complex Application-Architecture Projects                     
  • Analyzing, designing, developing, testing and documenting new applications and/or enhancements to existing applications.  
  • Defining, reviewing and approving application design specifications, process models, architecture diagrams and/or data-flow diagrams                 
  • Evaluating system-integration and compatibility
  • Leading architecture-design reviews and/or peer reviews                      
  • Facilitating server implementation tasks as part of application design and installation.
  • Working with cross-functional networking and infrastructure teams responsible for managing hardware, network, storage, security and server virtualization systems that support web applications to resolve implementation or performance issues.          
  • Providing technical leadership and mentoring to application developers with expertise in .NET, MVC, C#, XML, JSON, JQuery, JavaScript, CSS, and HTML.
  • Establishing development standards and processes that ensure the overall quality of system designs, applications designs, development, testing, deployment, and ongoing management.
  • Working with business analysts, product owners, and scrum masters to transform business and functional requirements into technical requirements for developers.
  • Providing leadership in project planning and technical design, estimating and obtaining resources, developing schedules, assigning work to technical staff members, coordinating work assignments and monitoring progress and results.
  • Assisting with coding, integration, testing, de-bugging and peer reviews.
  • Continuously learning new skills, development methodologies and approaches and helping integrate them into development efforts.  
  • Keeping up to date on emerging programming methods, languages, and trends.     
  • Creating design specifications and documenting application artifacts.
  • Ensuring that business objectives and requirements are satisfied.                                     
  • Assist with release planning, readiness and solution deployment through integration and acceptance testing, training material development, and post-implementation support. 
  • Serve as a CMS subject matter expert to the university community as it adapts to new methods of collaboration, communication, business process automation and analysis using Sitefinity and other application services.
Staff Management

  • Determining staffing needs, interviews candidates and makes hiring decisions.  
  • Promoting and facilitating training and professional development of staff.  
  • Coaching and counseling staff on career development. 
  • Preparing and delivering performance counseling and reviews and makes salary recommendations.
Salary and Benefits:
The salary range for this position has been established at $73,102 to $98,000 and is commensurate with skills and experience.

Conditions of Employment:
This position is currently remote with the expectation to return to in-person work post COVID -19. Must be willing and able to travel between campuses (Denver Campus and Anschutz Medical Campus) when returned to in-person work.

Qualifications
Minimum Requirements

  • 5+ years’ experience in information technology
  • 2+ years’ experience of previous management experience
  • Bachelor’s degree in computer science or information systems or closely related field
Substitutions: 4 years of professional or high-level technical experience may be substituted on a year-for-year basis for the degree.  

Preferred Qualifications

  • Ability to design, develop, and test workflows and integrations to automate business processes.
  • Experience using JIRA, and Confluence for requirements, project, testing, and release management.
  • Experience with CI/CD and SDLC processes.
  • Experience with Git code repositories.
  • Experience with Agile development methodologies.
  • Experience working with or for a higher education institution.  
Knowledge, Skills, and Abilities

  • Self-motivation/management and be able to adjust priorities while maintaining productivity.
  • Ability to facilitate, recommend and negotiate consensus among cross-functional teams including business analysts, development staff and project managers.
