The successful candidate will provide vision and leadership in support of progression toward National Research University Funding eligibility and R1 designation. The university seeks candidates who have a collaborative leadership style that fosters teamwork across organizational boundaries. In addition, the successful candidate will possess:
▪An earned doctorate from an accredited institution.
▪An established record of sustained peer-reviewed scholarship.
▪A sustained record serving as principal investigator of competitive, federally funded research within an academic environment.
▪An established record of research program oversight with supervision and mentoring.
▪A record of effective leadership, management, and organizational skills.
▪Experience with interdisciplinary grant development.
▪A demonstrated commitment to diversity, equity and inclusion in research and leadership.
▪Experience in developing multi-institutional research programs.
▪An understanding of intellectual property and/or industry-sponsored research.
▪Knowledge of grant proposal development in a broad range of disciplines.

Job Description:

Texas State University invites nominations and applications in its search for the institution’s next associate vice president for research and federal relations. This individual serves as the institution’s chief research officer (CRO) and will provide vision and leadership in support of progression toward National Research University Funding eligibility and R1 designation.

The associate vice president for research and federal relations (AVPR) is the chief research officer (CRO) for the university and leads the Office of Research and Sponsored Programs (ORSP). The ORSP manages a wide variety of operations related to the university’s research enterprise, including research and development, industry engagement, financial conflicts of interest, export control, management of intellectual property, commercialization of university intellectual property, pre- and post-award management, oversight of compliance related to human subjects and animals used for research purposes, and interaction with members of the U.S. Congress and their staff. In addition, the directors of the seven university-level research centers and the executive director of the Science, Technology, and Advanced Research (STAR) Park report to the CRO. STAR Park houses the university’s 36,000 sq. ft. technology and business incubator. Approximately 100 staff located in various university support areas and centers report directly or indirectly through directors to the CRO.

Job Duties:

The CRO is specifically charged with reporting to and advising the provost on all matters related to research and federal relations. The ORSP, in conjunction with the Office of the Provost, is responsible for developing and monitoring the university’s 10-year research strategic plan and advancing Texas State towards its goal of eligibility for National Research University Funding from the State of Texas and toward R1 designation. In addition, the ORSP assists with and reviews the research strategic plans developed by each college as well as those developed by various centers and institutes.

The ORSP prepares yearly reports providing detailed information about the level of research activity achieved during the preceding fiscal year. The research expenditure activity for the most recent fiscal year is compared to research activity over the previous f5- and 10-year periods for the university and also compared to research expenditure activity for the seven other Emerging Research Universities in the state. Other research-related reports are prepared for the provost and president on an as-needed basis.

The CRO serves as the executive director and as a member of the Board of Directors for the Texas State University Research Foundation, a 501©(3) organization operated exclusively to promote and serve the needs of Texas State University.

The CRO is responsible for appointing a representative to the Restricted Research Expenditure Review Committee of the Texas Higher Education Coordinating Board. The appointee prepares, in collaboration with the Office of Research and Sponsored Programs, a yearly report indicating the total amount of restricted research expenditures for the university.

The CRO represents Texas State University through interactions with numerous research and economic development organizations including regional Chambers of Commerce, the Cancer Prevention Research Institute of Texas and the Texas Health and Biosciences Institute.
