The Franklin College of Arts and Sciences Business Office supports that College’s highest priorities by providing professional, responsive and innovative service. By partnering with various central departments as well as other Franklin College administrative groups, the Business Office develops and maintains the Franklin College budget, provides oversight, management and guidance on all business functions, and strives to find effective and creative solutions to support the College’s short- and long-term strategic plans.

Position Summary:

The Personnel and Payroll (P&P) Team provides operational support to units in the areas of personnel and payroll by processing actions using appropriate systems such as UGAJobs and USGConnect. Coordinates the entry and validation of employee changes including position creation and management, onboarding (transition from UGAJobs to HCM) and ensuring that employees are compensated for the correct amount on the correct chart string on a timely basis. The P&P team will be available for policy consultation and will work closely with Franklin HR and Faculty Affairs.

• Demonstrated coordination of managing multiple competing projects in an organized, efficient manner by prioritizing tasks to meet deadlines
• Act independently and exercise sound judgment with sensitivity to identify matters that require higher-level management consultation
• Advanced knowledge of Microsoft Excel, pivot charts and tables
• Strong analytical and problem-solving skills
• Experience supervising professional staff
• Solid knowledge of processes, protocols and procedures with a focus on personnel/position management and payroll accounting.
• Demonstrated forming action plans and independently make decisions.
• Experience coordinating multiple projects, and adapting programmatic objectives to changes.
• Knowledge of position management and payroll related to various employee types including but not limited to faculty, staff, graduate students, temporary/limited term faculty, hourly employees, and work study students.

Duties/Responsibilities:

Personnel Management/Training:
•Manage the Personnel and Payroll Team (P&P), which will include 2 Personnel Business Partners and 4 Payroll Business Partner positions
•Provide positive leadership and supervision to staff that inspires teamwork, service and a productive work environment
•Analyze, evaluate, and improve P&P Team procedures and practices
•Prepares process maps and supporting documentation to improve business operations
•Training and Assessment
oConduct performance reviews; Oversee professional development and mentorship
oIdentify training needs within P&P Team
oBuild monthly, quarterly and annual training program(s)
oPlan and implement training programs
Prepare and deliver training courses in various formats using relevant training materials such as text, handouts, class exercises
Bring guest presenters if necessary
oTrack employee success and progress
oSupport the ongoing development and implementation of comprehensive outcomes assessment programs for all the FCBO that support the goals the college’s and university’s strategic plan

Duties/Responsibilities:

Personnel Management:
•Creation of faculty, staff, graduate student, hourly and temporary positions in UGAJobs to be reviewed and approved by Franklin HR or Faculty Affairs team.
•Verification of funding prior to position creation
•Document any term limits on funding in position
•Serve as applicant manager for direct hire searches. Applicant manager for open searches would reside in the departments.
•Process hiring proposals for faculty, staff, graduate student, hourly and temporary positions to be reviewed and approved by the Franklin HR or Faculty Affairs team.
•Document Franklin commitments in the commitment tracking tool
•Set up position funding in HCM
•Process any needed visa or immigration documents for new or existing employees
•Processes reports to changes in UGAJobs for faculty, staff, graduate student, hourly and temporary positions. Carbon copy to Franklin HR and Faculty Affairs team.

•Processing all HCM actions including:
Position funding changes
Supplement requests
Terminations
Adhoc salary adjustments
Time and Labor assignments
Express Direct Retros
oProcess faculty summer pay
oMonitor suspense and invalid funding reports. Work with FAST/REST to make necessary changes.
oCoordinate after the fact approvals of bi-weekly hours.
oProcess overpayments and off-cycle check requests
oAssist FAST team with monthly and bi-weekly payroll validations

•Serve as departmental approver in UGAJobs (personnel) and HCM systems (payroll) for departments in assigned cluster
