Full-Time Employment Recruiter: Career Placement Counselor; MassHire Merrimack Valley Career Center; Grant Funded; 37.5 hours per week; MCCC/MTA classification system; Pay grade 3.


SUMMARY: The primary responsibility of the recruiter is to recruit, vet, and refer qualified job seekers that are receiving services at the MassHire Merrimack Valley Career Center to job order postings generated by their Industry Sector Team (IST) business service representative (BSR) from businesses within assigned industry(s). The recruiter advises job seeker customers on such matters as job search methods and job interview process; reviews and analyzes customer information through records and interviews; delivers workshops and informational sessions; records comprehensive customer information in the Massachusetts One Stop Employment System (MOSES) database in a timely manner; and performs related work as required. This position does not work on the college campus. It is located at the MassHire Merrimack Valley Career Center at 255 Essex Street in Lawrence.


RESPONSIBILITIES: This position will report directly to the MassHire Merrimack Valley Career Center Executive Director and will be required to perform the following:


  • Fill open job orders as developed by BSR staff with qualified unemployed or under-employed job seekers.
  • Manage full lifecycle of the recruitment process to ensure process efficiency including sourcing, screening, interviews and candidate preparation.
  • Utilize RESUMate and any other available tools to identify qualified candidates for open job orders.
  • Prepare and present qualified slate of candidates to open job orders. May interface with the client hiring manager to ensure satisfaction with referral and job placement services.
  • Work in tandem with employment counselors to cultivate candidate pipelines and match qualified customers to open positions.
  • Responsible for attracting prospective candidates to job postings by conducting internal and external searches through strategic sourcing (networking, cold-calling, job board utilization, etc.). Develop and implement innovative recruiting strategies including strong usage of sourcing channels and advanced internet mining techniques.
  • Develop a keen understanding of business client culture across assigned industry(s) to ensure best candidate selection. Learn and incorporate specialized skill sets that employers seek within those fields in the recruiting process.
  • Provide information, assistance, support and guidance to customers on such matters as job search methods, job interview process and identifying solutions to real or perceived barriers to employment. Recommend specific courses of action to prepare customers for employment opportunities.
  • Assist BRS with recruitments, job fairs, employer information sessions and other employer related activities.
  • Serve as back up case manager for job ready customers to determine job search progress until the customer has obtained employment.
  • Facilitate career center seminars, workshops, and conduct RESEA reviews which include intensive one-on-one career action plan and job search review.
  • Maintain and document all services and notes in the Massachusetts One Stop Employment System (MOSES) database for monitoring review and compliance.
  • Maintain liaison with public and private organizations, including WIOA partner organizations and community organizations, to promote programs and services, exchange information and develop the resources necessary to provide high quality customer services.
  • Perform related duties such as maintaining records, preparing reports and attending meetings.
  • Participate in staff development and cross training opportunities that expand and support functional skills and promote professional growth.

Requirements:


MINIMUM QUALIFICATIONS:


  • A minimum of two (2) years of experience in workforce development or a bachelor's degree
  • Ability to work independently
  • Strong customer service and oral and written communication skills
  • Ability to interact with a wide range of individuals and personalities
  • Computer skills, including Word, Excel, Power Point, and Outlook
  • Transportation and valid driver's license
  • Ability to work evenings and Saturday hours, if needed

PREFERRED QUALIFICATIONS:


  • Experience in job development, sales, human resources, counseling or marketing, strongly preferred
  • Knowledge of regional community service agencies and regional employment and workforce trends
  • Ability to develop and maintain effective working relationships with community and partner agencies
  • Ability to adapt to constantly changing environments and priorities
  • Familiarity with electronic reporting procedures including accurate and timely data entry and report generation; experience in utilizing and good understanding of the MOSES Database
  • Strong preference for bi-lingual (Spanish/English) candidate in order to best serve the needs of the College's Hispanic/Latino population
  • Experience working with and supporting a culturally diverse, urban population in a Hispanic-Serving Institution


Additional Information:


SALARY: Anticipated salary range is $44,852.00 to $50,954.00 annually with complete fringe benefit package. Complete fringe benefit package including competitive health insurance, dental insurance, basic life insurance, long-term disability insurance, paid sick, vacation and personal leave, educational benefits for employee/spouse/dependents, and excellent retirement benefits. Actual salary calculated in compliance with MCCC/MTA classification system; Pay grade 3.
