Job Description Summary:

BASIC FUNCTION:

To assist in the negotiation and administration of collective bargaining agreements for faculty, staff, and graduate students; to conduct grievance hearings and prepare decisions; research prepare and present arbitration cases and briefs; conduct disciplinary hearings; train and counsel supervisors on labor relations issues and dispute resolution, including disciplinary actions. Represent the University before administrative agencies, i.e., the Personnel Appeal Board, Human Rights Commission, State Labor Relations Board and Department of Labor and Training.

Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

To conduct research and assist in the preparation and cost estimation of management proposals and counter-proposals for collective bargaining with faculty, staff, and graduate student bargaining units.

Administer the collective bargaining agreements and consult with management representatives and union officials on labor relations issues and performance management, including disciplinary actions. Handle routine inquiries related to interpreting collective bargaining agreements and human resource related policies and procedures.

Develop solution-orientated relationships with union officials to aid in the prevention of disputes, and the resolution of issues outside of the grievance procedure.

Consult with managers on staff reductions, reorganizations and outsourcing, and administer resulting layoffs, bumping and reassignments in accordance with collective bargaining agreements.

Conduct grievance hearings and prepare grievance decisions on behalf of the University. Represent the University in grievance hearings before the Department of Administration.

Communicate labor relations information and contract settlements to management staff and supervisors. Train and counsel supervisors and managers in labor relations administration and disciplinary procedures.

Research, prepare and present arbitration cases and briefs on behalf of the University. Represent the University in administrative proceedings before administrative agencies.

Conduct disciplinary hearings and administer progressive disciplinary actions in accordance with collective bargaining agreements.

OTHER DUTIES AND RESPONSIBILITIES:

Perform other duties as assigned.

LICENSES, TOOLS AND EQUIPMENT:

Personal computers, printers, word processing, database and management software. Microsoft Office Suite. ERP systems.

Required Qualifications:

1.Master’s degree in labor relations, human resources, business, or public administration.

2.Minimum five (5) years of experience in labor relations with responsibilities related to collective bargaining, contract administration and/or grievance management.

3.Demonstrated knowledge of laws, regulations and guidelines related to collective bargaining.

4.Demonstrated knowledge of laws, regulations and guidelines related to human resource administration.

5.Demonstrated ability to interpret institutional policies, procedures, rules and regulations and communicate that interpretation to others.

6.Demonstrated presentation skills.

7.Demonstrated strong verbal and interpersonal communication skills.

8.Demonstrated proficiency in written communication skills.

9.Demonstrated negotiation and conflict resolution skills.

10.Demonstrated experience in Microsoft Office Suite or related software.

11.Demonstrated experience with ERP systems.

12.Demonstrated ability to work with diverse groups/populations.
