The University of Maryland, Baltimore (UMB) is currently seeking a Sponsored Projects Accounting and Compliance Accounting Manager in Sponsored Projects Accounting and Compliance (SPAC). This position will manage a staff consisting of accountants and analysts responsible sponsored projects accounting and compliance functions such as analyzing, monitoring, preparing, invoicing, and reporting. Assists campus with sponsored projects management by developing resources and providing training. The Sponsored Projects Accounting and Compliance Accounting Manager will coordinate planning and direction to support strategic initiatives for SPAC, including gathering and reporting of financial information relating to sponsored projects. The position includes developing and implementing processes for adherence to standard accounting policies, procedures, and programs to ensure data quality, efficiencies, and compliance with regulatory and GAAP requirements. This position has the authority to formulate, affect, interpret, or implement management policies or operating practices. Sponsored Projects Accounting and Compliance (SPAC) serves as a resource and partner to departmental administrators and researchers in all aspects of post-award financial administration.   We provide accounting and compliance support to the departments who are responsible for sponsored project execution and the day-to-day financial administration of the award. Benefits Information: UMB offers a generous benefits package, which includes 22 vacation days, 14 floating and holidays, 15 sick days; comprehensive health insurance and retirement options; and tuition remission for employees and their dependents at any of the University System of Maryland schools. In the Fall of 2021, UMB will require all faculty, staff, and students to be vaccinated against COVID-19. Exemptions for medical or religious reasons will be processed through Human Resources. Primary Duties and Responsibilities (Essential Functions): Manage functional personnel in alignment with department and campus-wide goals/objectives in order to promote maximum staff member benefit and effectiveness as well as overall functional productivity. Oversee the recruitment, performance, and training of team members and continually reviews strengths and weaknesses of staff to maintain a well-trained, highly involved, and motivated team.Participate in the most complex accounting projects and project accounting data to show the effects of proposed plans on cash and overall financial condition. Responsible for management of daily general ledger activities relating to sponsored projects  and ensuring documentation of work performed, results obtained, and suggestions for improvement in a clear, accurate, and technically concise manner. Serves as the expert and main point of contact on federal government cash management systems and oversees the cash recovery process for federal awards funded under multiple letter of credit agreements. Manages the establishment of letter of credit for federal grant awards in the accounting system. Oversees timely and accurate billing of centralized clients. Monitor, review and evaluate ongoing functional processes and controls, assessing needs and facilitating improvements. Develop metrics and perform quality assurance reviews to ensure the accuracy of daily ledger postings related to sponsored projects. Proposes system enhancements and interacts with IT staff to test, train, and implement improvements. Oversees preparation and distribution of accurate and timely invoicing, reporting and analysis of month-end, quarterly, and year-end close reports for sponsored projects. Ensures reconciliations are completed timely and accurately. Develops internal reports and queries that support the analysis of other teams within SPAC. Determine performance compliance with University policies and procedures regarding internal, business, fiscal and operational accountability and compliance.  Develops, implements, and coordinates policies and procedures. Coordinate reports and responses to internal and other external agencies. Foster and support a conducive consultant/client environment, providing SPAC and campus representatives with assessment, training, and advisement regarding sponsored projects accounts receivable, collections, and financial compliance. Collaborate with management and internal/external partners to support University goals and objectives.   Develop and implement training programs as needs are identified. Informs senior management of work progress and improvements. Performs other related duties as assigned.

Qualifications
Education: Bachelor’s degree in accounting, finance, business administration or business related field.
Experience: Four (4) years of experience in financial accounting, budgeting, auditing, assessment of internal controls, or financial analysis.
Supervisory: One (1) year of direct management involved in recruitment, training, and professional development of staff.
Preferred Certification: Certified Public Accountant (CPA), Certified Management Accountant (CMA), Certified Financial Manager (CFM), or Certified Internal Auditor (CIA) preferred.
Other: Credit history review may be required. Knowledge, Skills, and Abilities:
Knowledge of best practices in the field as well as all relevant federal, state, local, and University rules, regulations, and policies for meeting sponsored project compliance. Thorough knowledge of grant and cooperative agreement terms and conditions as well as other administrative rules, cost principles and regulations under the Uniform Guidance, FAR and the NIH Grants Policy Statement. Ability to maintain high standards with the work being performed and maintain awareness with trends and influences.
Ability to continuously seek quality service and process improvements in order to support a mission and strategic vision. Assumes personal responsibility for all outcomes; makes effective and timely decisions; and learns how to effectively use technology.  Maintains productivity and uses knowledge strategies to increase knowledge base.  Strategic and analytical thinking skills with an ability to solve problems and make decisions. Ability to prioritize ongoing and new projects, as well as conduct research and gather information.

Ability to effectively communicate both verbal and written thoughts, ideas, and facts.  Writes and presents information in a clear and concise way.  Interprets and understands written information and is able to listen attentively to verbal and non-verbal cues that lead to a deeper understanding.
Ability to work cooperatively with others and demonstrate professional, ethical, respectful, and courteous behavior when interacting with others.  Demonstrate pleasant and positive interactions with other to meet customer expectations, and provide follow up with customers.  Reaches compromise and consensus to influence and negotiate.  Remains calm and is able to manage conflict, and works well with a diverse workforce.  Approachable style allows others to be open in sharing thoughts and ideas.
