The Equal Opportunity Programs Compliance Specialist [“EOP Compliance Specialist”] assists in ensuring compliance with Federal and District of Columbia (DC) equal opportunity/non-discrimination laws and regulations for the Gallaudet campus including the Clerc Center; including the Americans with Disabilities Act (ADA) and the Rehabilitation Act through the application of best practices; and supports ongoing compliance through prevention, training, education, and timely investigations.  Under the direction of the Director of Equal Opportunity Programs Compliance, the EOP Compliance Coordinator conducts timely investigations of discrimination and harassment, including alleged violations of Titles VI, VII, and Title IX, violations of the ADA and Rehabilitation Acts, and DC non-discrimination laws.  EOP Compliance Coordinator serves as the Deputy ADA Coordinator for Faculty, Staff, and Teachers and provides leadership and support in unit goals and objectives promoting Civil Rights compliance, education, awareness, and training. Collaborates with the University’s General Counsel, Human Resource Services, Clerc Center Human Resources, and other members of the Gallaudet University community in promoting diversity, equity, inclusivity, and accessibility.  


  1. Assists in the coordination, planning, and management of the EOP Compliance unit programming goals and objectives. 
  2. Acts as the primary contact for accommodation requests for employees and applicants with disabilities and other matters related to access consistent with the Americans with Disabilities Act; assists in the service animal and emotional support application approval process; and maintains the service animal and emotional support database in conjunction with the Office of Students with Disabilities.
  3. Investigates and responds to complaints of, discrimination, harassment, and retaliation by students, faculty, and staff integrating best practices with regard to discrimination/harassment investigations; develops investigation plans, interviews complainants and respondents, collects relevant evidence, appropriately documents interviews and other investigative findings, analyzes information and policies to determine violations of policy, and writes investigation reports ensuring a well-documented investigative process; acts as a neutral party throughout all aspects of fact-finding and ensures a prompt, fair, and impartial process for all parties; and maintains a high level of confidentiality. 
  4. Maintains accurate and thorough records and notes of investigatory processes; composes comprehensive written investigative reports that clearly identify the issues investigated, summarize the evidence, make findings, make credibility determinations, and apply relevant policies; and provides periodic, timely updates regarding the status of complaints received and investigations in progress to the Director of Equal Opportunity Programs.
  5. Assists with the development and delivery of comprehensive training and education for the campus community including screening committee certification, Civil Rights compliance laws, regulations, University policies, and procedures, addressing unlawful discrimination, sexual harassment, and retaliation.
  6. Supports the Director of EOP in monitoring and evaluating activities related to faculty, administrator and staff recruitment, interviewing, candidate selection and other employment activities to discern their impact on the hiring, promotion and retention of protected class members.
  7. Maintains complaint tracking database to track EOP complaints; and assists in the collection of data, analysis, and the preparation of trend reports, statistics, and assessment data identifying and addressing patterns or systemic campus problems.
  8. Assists in the development and implementation of campus-wide policies and initiatives that ensure compliance with federal, District of Columbia, and university policies related to civil rights, disability rights, diversity, and inclusivity; and provides guidance and information on University nondiscrimination policies and on Federal, and District of Columbia Civil Rights laws and regulations.
  9. Coordinates, in collaboration with Human Resources, return-to-work and stay-at-work procedures including employee consultation, accommodations, department consultation, and other necessary support; and maintains accurate records in a confidential manner in keeping with ADA requirements.
  10. Maintains current knowledge of Titles VI, VII, and Title IX of the Civil Rights Act, ADA and Rehabilitation Acts, and violations of District of Columbia laws pertaining to discrimination, harassment, and retaliation; and monitors emerging issues, trends, and promising practices to enhance campus-wide equal opportunities and accessibility.
  11. Oversees or participates in campus committees and advisory groups related to equal opportunity and accessibility.
  12. Under the direction of the Director of EOP, coordinates, conducts campus climate surveys and reporting of survey results, statistics, and recommendations; and monitors emerging issues, trends, and promising practices to enhance campus-wide equal opportunities and accessibility.
  13. Participates in conferences, workshops, training, etc. to stay current in the field. 
  14. Establishes and maintains a positive and supportive working relationship with co-workers and supervisor.
  15. Shows a genuine commitment to diversity, equity and inclusion in the workplace; and participates in activities and workshops to foster continuous learning. 
  16. Serves as a mandatory Title IX reporter; and takes annual Title IX training as part of the compliance effort.
  17. Perform other related duties as assigned or requested. 


Required Minimum Qualifications (When the candidate’s resume meets these qualifications, it will be  screened in.)

  • Bachelor’s degree. 
  • A minimum four years of professional specialized and related work, including supporting diversity, advocacy, equity, or compliance initiatives. 
  • Fluency in American Sign Language and English.

Preferred Qualifications (While not required, it is an advantage for what the position needs.)

  • Master’s degree in Human Resources, Management, Government, Pre-Law or a related field. 
  • Experience working in a higher education setting and knowledge of university disciplinary systems.
  • Formal training in investigation processes by an accredited training such as Association of Title IX Administrators (ATIXA).
  • Experience providing reasonable accommodations pursuant to the Americans with Disabilities Act, the Americans with Disabilities Act Amendment Act, Section 504 of the Rehabilitation Act of 1973
  • Experience investigating and resolving discrimination and harassment complaints.
  • Experience with database management.

Knowledge, Skills and Abilities (Qualities that will help the incumbent be more successful in the position.)

  • Strong working knowledge of State and Civil Rights legislation and OCR and EEOC compliance.
  • Excellent communication and organizational skills. 
  • Strong presentation and training skills to develop and promote diversity using technology and creative programming for the Equal Opportunity Programs Office. 
  • Ability to prepare and present detailed reports, educational programs, training, and assessments.
  • Excellent and demonstrated investigative skills.
  • Knowledge of best practices as they relate to compliance with non-discrimination laws. 
  • Exceptional written communication skills, including the ability to write concise, logical, and analytical reports. 
  • Ability to act independently, take initiative, and exercise sound judgment. 
  • Strong facilitation skills with an emphasis on education and training for a variety of constituencies.  
  • Excellent interpersonal skills, including the ability to communicate confidential and difficult/sensitive information and to demonstrate compassion and sensitivity when interacting with parties and witnesses. 
  • Demonstrated commitment to diversity and inclusivity, as well as the ability to work with a wide range of constituencies (staff, students, faculty, parents, and administrators) with diplomacy and tact. 

An incumbent who is hired as EOP Specialist/Deputy ADA Coordinator will have the opportunity to move up due to satisfactory performance and meeting the minimum requirements for EOP Compliance Manager/Deputy ADA Coordinator.
