JOB SUMMARY

This position oversees the payroll process and performs related duties.  It reports to the Senior Manager HRIS/Payroll.

ESSENTIAL JOB FUNCTIONS:      

  • Oversees assigned payroll staff.
  • Prepares nursing contracts, stipends and substitute payments for data entry into system. Checks math, signatures, and dates. Contacts departments with problems or corrections.
  • Checks paper assignment contracts for math and correct pay level. Reconciles processes pertaining to those contracts; resolves related issues as needed. 
  • Prepares payroll by entering related employee information, reviewing and correcting timesheets and absence records along with other payroll documents, running payroll processing transactions, and checking payroll prior to final calculations. Includes checking timesheet math and signatures, absence records, and contacting employees and supervisors to clarify issues with timesheets.
  • Enters personnel action authorization form information for that respective payroll.
  • Enters wage related information.
  • Posts leave in payroll system and updates employee sick leave bank. Performs leave roll overs and adjustments.
  • Authorizes final run of total payroll and creation of on-line pay advices. Back-up for transmitting direct deposit bank file.
  • Checks and reconciles payroll after processing, editing as necessary. Audits to-date payroll and deduction register.
  • Runs payroll tax reports and prepares taxes for accounting department.
  • Resolves employee questions about payroll matters.
  • Assists staff in Human Resources Department as necessary.
  • Responsible for the yearly audit; creates reports, pulls files and requested information.
  • Processes verifications of employment. Monitors the Maryland Department of Labor Beacon for correspondences and fraudulent claims. Processes unemployment separation requests. Runs quarterly unemployment file and submits file through the Beacon.
  • Responsible for all aspects of the Worker's Compensation audit including yearly estimate, audit information, and OSHA log information.
  • Performs the duties of the Payroll Assistant when absent.
  • Back-up for Total Compensations Statements.
  • Prepares reports from Business Objects. Prepares other reports and analysis as requested.
  • Responsible for all payroll tax activities including compliance with local, state, and federal regulations; response to questions from regulatory agencies during internal and external audits; research of laws and regulations regarding taxes and payroll withholding procedure.
  • Back-up for quarter end processing and payroll tax returns.
  • Back-up for preparation of employee W-2 information for the Social Security Administration, Maryland, and Pennsylvania.
  • Performs other duties as assigned

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Bachelor’s degree and minimum of two years of experience with full range of payroll functions on in-house software. 
  • Knowledge of word processing and spreadsheet software in a Windows environment.
  • Knowledge of payroll tax laws and regulations. 
  • Strong interpersonal skills and ability to maintain confidentiality.
  • Experience with Datatel/Ellucian/Colleague a plus.
  • Experience in Business Objects a plus.

PHYSICAL DEMANDS:

The work is normally sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Additionally, the following physical abilities are required:

  • Hear/talk/communicate – Must be able to exchange information and communicate
  • Visual Acuity/ability to perceive or detect surroundings
  • Mental acuity – Able to focus, concentrate, understand and convey subject matter
  • Repetitive motion (i.e. keyboarding)
  • Stand/sit/walk/able to move or traverse from one area to another

WORK ENVIRONMENT:     

College campus, direct contact with students, staff, faculty and the general public in classrooms, common areas, offices, and campus environments.  Use of safe workplace practices with office equipment; computers for data entry and word processing; avoidance of trips and falls; observance of fire and building safety regulations; and observance of traffic laws when/if driving a College vehicle. 

SALARY:

This position will be placed on the 12-month grade 9 College salary scale. Actual salary placement based on qualifications and experience. Position includes an excellent fringe benefit package which can be found at:

ADDITIONAL INFORMATION FOR APPLICANTS: The College pays one-half of reasonable travel expenses for the first visit and pays the entire cost of travel for the second visit. The College does not pay relocation expenses.  However, following a one-year probationary period, year-to-year contracts are provided until three years of satisfactory service are completed, after which time 3-year contracts are provided.
