General Summary

The Title IX and Civil Rights Investigator (hereinafter Title IX Investigator) will report to the University's Title IX Coordinator with additional reporting to the Associate Vice President and Chief Human Resources Officer on investigations related to human resources policies/procedures. The Title IX Investigator will be the university's lead investigator in cases involving complaints of sexual misconduct, sexual harassment, and gender-related violence including stalking and intimate partner violence. The primary responsibility for this position is managing the daily responsibilities associated with conducting investigations of incidents, as reported to and in close collaboration with the Title IX Coordinator. When a complaint is filed, the Title IX Investigator will conduct a prompt and thorough investigation. The Title IX Investigator acts as a neutral party in the investigation and provides a detailed unbiased report regarding the findings of the investigation, in accordance with Title IX requirements. They will similarly conduct investigations into complaints alleging violation of the University’s Civil Rights and other related policies as assigned by the Associate Vice President and Chief Human Resources Officer in consultation with the Title IX Coordinator.

Principal Duties and Responsibilities

Collaborate and consult with the Title IX Coordinator to regularly monitor and manage Title IX incidents to ensure an efficient and effective response to reports and complaints. Act independently with initiative and sound judgment in managing these incidents.

Serve as the lead Title IX investigator for cases involving sexual assault, sexual and/or gender-based harassment, intimate-partner violence, stalking and retaliation. Act as a neutral party through all aspects of investigation to ensure a prompt, fair and neutral process for all parties. Gather relevant evidence and advise parties of their rights. Maintain a high level of confidentiality during all proceedings.

Ensure a well-documented Title IX investigative process. Maintain accurate and thorough records and notes of investigatory process. Create comprehensive written investigative reports for the Title IX Coordinator that clearly identify the issues investigated, summarize the evidence and make findings under University policy.

Provide periodic, timely updates regarding the status of investigations in progress to the Title IX Coordinator. Collaborate with the Title IX Coordinator to identify and address any systemic problems.

Build relationships and establish collaborative partnerships across the institution; work with other university stakeholders to ensure Title IX policies are communicated to all constituents.

Assist Title IX Coordinator with the development and implementation of a comprehensive university Title IX training program for students, faculty, and staff.

Maintain knowledge of current state and federal law and regulations related to Title IX and VAWA compliance for education institutions. Maintain knowledge of best practices as they related to institutions of higher education compliance with Title IX and VAWA. Maintain professional qualifications through on-going training and professional development. Serve as a resource to advise others on these topics.

Conduct investigations into employee complaints of discrimination or harassment based on alleged violations of the University’s Civil Rights Policies and other related policies as assigned by the Chief Human Resources Officer. Maintain knowledge of state and federal laws related to EEO compliance and investigations e.g. Titles VI and VII of the Civil Rights Act of 1964, the Americans with Disabilities Act, and various other state and federal laws.

Perform other related duties as assigned.


Bachelor's degree in appropriate specialization is required. Master's degree is highly preferred.

Two (2) years relevant experience is required.

Experience conducting investigations alleging discrimination based on sex, including sexual harassment, sexual assault, and sexual violence is required. Knowledge, experience and training in handling issues related to gender-based violence preferred.

Experience conducting investigations on matters related to Titles VI and VII of the Civil Rights Act of 1964 (EEO investigations and investigations based on protected classifications), the Americans with Disabilities Act, and other similar laws and regulations designed to prevent and remediate discrimination in the workplace is strongly preferred.

Demonstrated knowledge of Title IX and VAWA and other applicable laws, best practices, and regulations is required.

Effective project management, organization, analytical, and strong written communication skills are required.

Experience working in higher education strongly preferred.
