Senior Contracts Manager, Financial Affairs - Georgetown University

The Senior Contracts Manager (SCM) is responsible for oversight of contract review, negotiation, and the internal contract work-flow processes. The SCM, through the contract review process, provides expert guidance to those within the University Community seeking legally binding agreements, with the goal of minimizing risk and liability to the University in accordance with University policy and audit requirements. The SCM works collaboratively and in a manner that consistently promotes and reinforces an organizational culture dedicated to superior customer service.

Reporting to the Director of Contracts and Capital Projects, the SCM manages the day-to-day contract operations and procurement for the University in duties that include but are not limited to:

  • Assists in the preparation, review, and administration of proposals relating to capital projects (e.g., construction projects) as needed.
  • Oversees the daily operations of the contracts of specified commodities and ensures that the personnel assigned to contract those commodities are properly tasked and providing timely service to stakeholders.
  • Performs special procurement initiatives to manage specified commodities that the University procures.
  • Manages the preparation of bids and negotiation of specifications for materials, equipment, manpower, or other purchases for goods and services.
  • Secures all necessary approvals and ensures compliance with the University's procedures.
  • Assists the Director of Contracts and Capital Projects with the implementation of training, drafting of SOPs, and procurement functions and processes for operating, as well as capital projects.
  • Leads training sessions for University staff.
  • Provide staff development, supervision, coaching, and counseling to the contract managers.
  • Works efficiently in consistently achieving performance and customer service goals associated with the contract approval and execution process.
  • Engages University stakeholders and suppliers as necessary to ensure efficient service.

  • Bachelor's degree
  • 1-3 years of experience in a related field
  • Advanced procurement and/or legal skills
  • Team-oriented, excellent communication and interpersonal skills
  • Familiarity with accounting software and procurement management systems
  • Proficiency working with Excel spreadsheets
  • Technical writing proficiency
  • Demonstrated problem solving and analytical abilities
  • Ability to work under multiple stringent deadlines

  • Juris doctorate in any area of specialty from an accredited college or university
  • Experience in the construction industry
  • Project management experience
  • Familiarity with a variety of the concepts, practices, and procedures in purchasing and contract negotiation
